The International Organization for Migration (IOM) is offering a consultancy opportunity with its Regional Office in Cairo to conduct a regional study on informal migrant labour in the Middle East and North Africa (MENA) region.
The study aims to analyze the realities of informal migrant employment, identify challenges related to labour protection, and assess existing policies, regulations, and labour market practices across countries in the region. The consultant will collect and analyze data, evaluate national frameworks, and develop practical recommendations to strengthen labour market governance and improve the protection of migrant workers.
Working closely with IOM’s Regional Data Hub, the consultant will contribute to the production of a regional analytical report and a multi-country comparative study that will support evidence-based policymaking and regional dialogue on migration and labour issues.

Duties & responsibilities
- Prepare an inception report outlining the methodology, work plan, and analytical framework for the study.
- Conduct a desk review and analyze available data on informal migrant labour.
- Produce a multi-country regional analytical report covering key findings and trends.
- Assess data systems, policies, and regulatory frameworks related to informal employment.
- Examine protection concerns associated with informal labour, including risks of exploitation and human trafficking.
- Develop practical recommendations for policymakers, government institutions, and relevant stakeholders.
- Prepare a policy brief highlighting key findings and strategic recommendations for decision-makers.
- Participate in a regional event to present and discuss the final study results.
Eligibility criteria
- Master’s degree or higher in Economics, Migration Studies, Labour Studies, Public Policy, Sociology, or a related field.
- Minimum of 7–10 years of professional experience in labour market research, informal economy studies, or migration research.
- Proven experience in analysing labour market data and labour force surveys.
- Strong understanding of protection issues related to informal employment, labour exploitation, and human trafficking.
- Experience conducting multi-country research projects, preferably within the Middle East and North Africa (MENA) region.
- Excellent analytical, research, writing, and report-development skills.
- Experience collaborating with governments, international organizations, research institutions, and other key stakeholders.
