Opportunity description

The International Organization for Migration (IOM) is offering an international career opportunity for the position of Monitoring and Evaluation Officer (Programmes) within its Regional Office. The selected candidate will oversee and support monitoring and evaluation activities for regional programmes, particularly those focused on migrant protection, return and reintegration, and the Regional Development and Protection Programme for North Africa.

The successful applicant will be responsible for developing monitoring and evaluation frameworks, supporting data collection and analysis processes, conducting mid-term and final project evaluations, and strengthening organizational learning and programme quality in line with donor requirements and international standards.

Duties & responsibilities

  • Develop monitoring and evaluation frameworks and systems for projects and programmes.
  • Design data collection plans and tools while ensuring data quality and reliability.
  • Support the implementation of baseline studies, mid-term evaluations, and final evaluations.
  • Monitor the implementation of evaluation recommendations and contribute to programme improvement.
  • Review progress reports and identify challenges, risks, and appropriate solutions.
  • Conduct field visits to monitor project implementation and assess performance.
  • Document lessons learned and good practices for knowledge sharing and organizational learning.
  • Support the preparation of reports for donors, partners, and other stakeholders.
  • Promote the use of results-based management and monitoring tools across the organization.

Eligibility criteria

  • Master’s degree in Political Science, Social Sciences, Business Administration, International Relations, Law, or a related field, with at least 2 years of relevant professional experience.
  • Alternatively, a bachelor’s degree with a minimum of 4 years of relevant professional experience.
  • Experience in project management, monitoring, and evaluation.
  • Experience coordinating with governments, international organizations, and non-governmental organizations.
  • Strong knowledge of quantitative and qualitative monitoring and evaluation methodologies.
  • Excellent reporting, research, analytical, and communication skills.
  • Ability to work independently, manage priorities, and meet deadlines.
  • Previous experience in North Africa is considered an asset.
