Opportunity description

UNICEF is seeking a qualified professional for the position of People and Culture Policy Specialist (P-3) based in Istanbul, Türkiye. The selected candidate will join the Policies, Compensation and Social Benefits team within the Division of Human Resources and Organizational Culture and will be responsible for reviewing, developing, and enhancing human resources policies in line with United Nations regulations, organizational frameworks, and international best practices.

The role contributes to the development of institutional HR policies, provides legal and administrative guidance on human resources matters, and represents UNICEF in inter-agency working groups and forums across the United Nations system.

Duties & responsibilities

  • Review, update, and strengthen human resources policies and procedures.
  • Provide legal and policy advice on human resources matters.
  • Prepare briefing notes, reports, policy papers, and other strategic documents.
  • Represent UNICEF in inter-agency meetings, working groups, and United Nations forums.
  • Provide guidance and advisory support to HR practitioners and senior management.
  • Analyze judgments and decisions issued by United Nations tribunals and incorporate relevant findings into policy development.
  • Coordinate responses to inquiries related to HR policies and administrative procedures.
  • Propose new policies and initiatives to improve human resources management and enhance organizational effectiveness.

Eligibility criteria

  • Master’s degree in Human Resources Management, Law, or a related field; or
  • Bachelor’s degree in a relevant discipline combined with two additional years of relevant professional experience.
  • Minimum of 5 years of experience in policy development and implementation, legal affairs, or human resources management.
  • Experience working within the United Nations system, international organizations, or multilateral institutions.
  • Strong knowledge of administrative human resources law and related regulatory frameworks.
  • Proven experience in drafting policies, legal documents, and institutional guidance materials.
  • Ability to analyze regulations, rules, and organizational frameworks and provide specialized legal and policy advice.
