Opportunity description
The International Organization for Migration (IOM) is offering a consultancy opportunity under the Social Infrastructure Rehabilitation and Strengthening Project in Sudan (SISSIRP), funded by the African Development Bank. The project aims to improve access to education, technical and vocational education and training (TVET), healthcare, water, and sanitation services across four Sudanese states, while promoting skills development, employment opportunities, and partnerships with the private sector and civil society organizations.

Duties & responsibilities
- Build partnerships with companies, employers, business associations, and professional unions.
- Support the implementation of labour market assessments in targeted communities.
- Develop internship, apprenticeship, and on-the-job training opportunities for graduates.
- Coordinate with civil society organizations, youth groups, and women’s organizations.
- Assist in preparing partnership agreements and Memoranda of Understanding (MoUs) with employers.
- Organize vocational training and skills development activities.
- Establish and maintain databases of employers and employment opportunities.
- Track graduates’ employment outcomes and analyze labour market data.
- Support the implementation of digital skills and entrepreneurship programmes.
- Travel within Sudan to monitor and support project implementation activities.
Eligibility criteria
- University degree in Education, Social Sciences, Business Administration, Development Studies, or a related field.
- Minimum of 3 years of experience in technical and vocational education and training (TVET), skills development, employment programmes, or private sector engagement.
- Experience working with international organizations, United Nations agencies, or non-governmental organizations (NGOs).
- Good knowledge of Sudan’s TVET systems and labour market dynamics.
- Familiarity with Business Development Services (BDS) and entrepreneurship support programmes.
- Understanding of Public-Private Partnerships (PPP) and multi-stakeholder collaboration models.
- Strong skills in reporting, planning, project management, and stakeholder coordination.
- Proficiency in computer applications and data analysis tools.
