The Federation of Canadian Municipalities is looking to hire a Field Officer for the Jordan Municipal Support Project (JMSP), the candidate will be working in the Southern regions of Jordan with a contract continuity until 2022.
Under the general direction of the Project Manager, the Field Officer shall provide support to the overall planning and implementation of the JMSP activities in the field, including the provision of professional, technical and administrative support services required for the efficient delivery of JMSP activities in the field. They supervise and coordinates the work of the Field Assistant(s); act as the primary point of contact with the partner municipalities; support the coordination of the capacity building and training activities; facilitate the work of the Canadian volunteers in the field; establish effective working relations with civil society organizations active in JMSP’s areas of operations; maintain an up-to-date knowledge of the development issues within the areas of the partner municipalities, especially in the environment and solid waste management sectors; and participate in the preparation of project reports, including annual work plans and progress reports.
Key Responsibilities
- Responsible for the day-to-day implementation of the project activities in the field, including the coordination and timely planning and delivery of the field activities
- Act as the primary point of contact in the field with the partner municipalities, including developing close rapport with field partners and representing the project in the field as required
- Close coordination with the Project Manager, supervises and coordinates the daily-to-day work of the Field Assistant(s) and ensures their work is completed
- Provide project management support to the field activities, including planning, organizing and guiding the participation of the partners in the field activities
- Formulate detailed description of the field activities and disseminate information to the field partners, as required
- Maintain an up-to-date knowledge on the project progress in the field and makes recommendations to the Project Manager to improve the delivery of the activities
- Provide assistance and guidance to the project partners in the field to ensure their effective participation in the field activities
- Assist in development and delivery of the training programs in the field under the capacity building component of the project
- Plan, facilitate and coordinate the work of the Canadian volunteers in the field
- Provide briefing and guidance to Canadian volunteers on cultural and local traditions to facilitate their work
- Make recommendations to the Project Manager to improve the effectiveness of the work of the volunteers
- Support the identification, delivery and monitoring of individual initiatives under the local initiatives fund
- Provide general administrative support including regular reports on active and planned activities and prepares briefing documents, as required
- Maintain close coordination with the Monitoring & Evaluation Officer, contribute to the monitoring efforts of the project activities and contributes to the annual workplans and progress reports, as required
- Maintain an up-to-date knowledge and compile information on key development issues relevant to the project, including solid waste management
- Provide oral and written briefings and support information on the project to the partners in the field
- Maintain close coordination with the project staff including the technical specialists
- Provide information on issues that may influence the technical specialists' work
- Act as the main point of contact for the visits of the JMSP staff to the field
- Maintain a data-base of project stakeholders and local government agencies relevant to the project
- Assist in the organization of project events in the field, as required
- Arrange logistical and support services in support of the field activities
Knowledge, Education and Experience
- University Degree in relevant field
- Minimum of three to five years experience in the implementation and management projects, ideally related to municipal development
- Candidate must be an independent worker, team player, have a strength in prioritization and able to take initiative
- Experience working with organizations or projects which included social inclusion/gender equality is desirable
- Strong knowledge and technical experience in sustainable community development, preferably related to municipal solid waste
- Excellent written and oral communications skills in Arabic and English
- Experience working with a non-profit organization or international organizations
- Excellent coordination and management skills

- Advanced English is required.
