The Federation of Canadian Municipalities (FCM) is looking to hire a Project Monitoring and Evaluation Officer in Jordan to join the Municipal Support Project (JMSP). The candidate will be working in Amman with a contract continuity until 2022.
Under the general direction of the Project Manager, the Project Monitoring and Evaluation Officer’s main role will be to implement and update the JMSP’s monitoring and evaluation system and approach which ensures effective tracking of the project’s results at output and outcome level. S/he will manage data collection for reporting, support capacity building efforts of JMSP staff and Jordanian partners, provide technical advice and support to ensure effective project planning and implementation.
Key Responsibilities
- Supports JMSP in applying Results-Based Management frameworks by developing approaches and tools to ensure best practices are applied;
- Updates and oversees an accountability framework to ensure adherence to project plans and management standards;
- Updates and implements the Monitoring and Evaluation Framework for the project and provides guidance to the project team;
- Develops, updates and implements a data collection system to include collection tools and methods and conduct data analysis and assesses qualitative and quantitative data to ensure accuracy and quality;
- Ensures effective tracking of project results at output and outcome levels;
- Collaborates with the project team to strengthen and analyze evidence and for effective storytelling adapted to specific audience and provide support in drafting supporting documents;
- Innovates around data collection and analysis through new methodologies and tools, including working with partners to shape how results are collected and shared with the project team;
- Undertakes regular field visits within Jordan and maintains close working relationships with project staff in the field to provide guidance and project management support;
- Conducts training and capacity building sessions on Result-Based Management for the project staff and stakeholders;
- Maintains close coordination and communications with FCM Canada’s Monitoring, Evaluation and Learning Advisor;
- Supports JMSP project communications and knowledge management system;
- Contributes to project reporting.
Knowledge, Education and Experience
- Requires a University degree in public/business administration, international development, or related fields; a master’s degree in a relevant field or accreditation in monitoring & evaluations (M&E) is an asset.
- Requires a minimum of (3) three years of experience in M&E, from project implementation ideally in the context of results-based capacity development projects.
- Requires demonstrable experience building organizational capacity in results-based management and M&E and/or training, coaching, mentoring individuals in these topics.
- Requires experience with participatory research and monitoring methods and experience using Microsoft Excel and other data analysis tools as desirable job characteristics. Some experience with statistical methods would be considered an asset.
- Strong interpersonal skills and capacity to build consensus to support change and learning initiatives with colleagues and partners.
- Strong writing and analytical skills, and experience providing high-quality analytical feedback.
- Experience with databases and technology/online solutions for M&E and project reporting is a plus.
- Experience in development management projects.
- Energetic and collaborative spirit with the ability to learn quickly, manage priorities and work autonomously in a dynamic and sometimes remote work environment.
