Required Qualifications:
- A first‐level university degree in business administration, marketing, international relations, education and/or engineering, preferably with specialization in aviation‐related disciplines, or in a related field.
- A minimum of (6) six years of experience in managing the design, development, and provision of tools, publications, services and promotional materials in an aviation-related environment.
- A minimum (3) three years of experience in the area of aviation training development and support.
- Experience in project management.
- Experience in data collection and analysis.
- Fluent reading, writing and speaking abilities in English are essential.
- Possessing core competencies: Professionalism, Teamwork, Communication, Accountability, Client Orientation, and Creativity.
Desirable Qualifications:
- Experience in the UN system or similar international organization.
- Experience in preparing, monitoring budgets.
- Experience in training facilitation.
- Experience in ICAO financial and procurement rules and procedures.
- Working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish) is an asset.
Job Description:
- Manages the training process for regional officers, seconded officers, external ICVM experts, and auditors, achieving results such as:
- Develop orientation and training plans for new professional staff in MO, and coordinate their training with the appropriate subject matter expert (SME).
- Provide guidance to users of USOAP CMA Online Framework.
- Manage Computer‐based Training (CBT) records of internal and external staff and provide the appropriate training for their roles in CMA activities.
- Develop and deliver familiarization training for new prospective ICVM experts prior to going on on‐the‐job training (OJT) missions.
- Develop OJT packages for team members (TM) and team leaders (TL) in coordination with the Standards and Procedures Officers (SPOs), the Continuous Monitoring Coordinator (CMC) and the Quality Manager (QM).
- Improve the MO Quality Management System by applying quality assurance techniques and participating in the conduct of internal audits, in accordance with the ISO requirements.
- Conduct USOAP CMA framework familiarization training and other USOAP‐related subjects with State National Continuous Monitoring Coordinators (NCMCs) as well as with staff from ICAO Bureaus and Regional Offices.
- Develops and maintains Computer‐based Training (CBT) modules and in‐person training courses, to continuously improve the content quality, achieving results such as:
- Lead the CBT and in‐person modules development and update in coordination with the Standards and Procedures Officers (SPOs).
- Coordinate and collaborate with the ICAO Global Aviation Training Office (GAT).on the development of MO training tools.
- Manage the implementation of changes to the training modules and other technical issues related to the performance of the e‐learning platform with external developers and GAT.
- Provide technical guidance to the assigned courseware developer on the course syllabus including progress and mastery tests.
- Develops and maintains seminar/workshop training modules and participates as a facilitator in their delivery, achieving results such as:
- Develop training modules for cost‐recovery USOAP CMA seminars/workshops requested by ICAO Regional Offices, States CAAs, others.
- Update the content of existing seminar/workshop modules.
- Coordinate seminar/workshop logistics and administrative requirements with the hosting organization and/or the ICAO Regional Offices.
- Manage and coordinate modules content translation with the Technical Report Production Assistants (TRPAs).
- Coordinates activities related to the development and publication of MO promotional and information material, achieving results such as:
- Plan and coordinate, with required MO staff and ICAO document production areas, the preparation, layout, compilation, and publication of the triennial USOAP CMA Safety Report.
- Design and draft guidance, tutorial and/or “Help” material for users of the various MO electronic tools.
- Monitor MO electronic tools and assure user Help/Guidance documentation reflects the latest amendments.
- Collaborate in the design and preparation of MO promotional and information material, such as posters, videos, web sites, etc.
- Performs other related duties, as assigned.
Salary:
Net Base Salary per annum USD 60,962 plus Post Adjustment (net) per annum USD 23,714, which is subject to change.
