Job Opportunity at UNESCO in Thailand: Program Specialist in Quality of Education 2021

UNESCO is offering an exceptional job opportunity as a Program Specialist in Quality of Education to join the team in Bangkok, Thailand for 2021. 

Responsibilities:

Program design, management and assessment:

• Lead and manage the UNESCO Bangkok programs promotion of quality and relevance of education.
• Serve as the head of the secretariat of the Network for Education Quality and Monitoring in the Asia-Pacific (NEQMAP), and supervise and participate in the development, planning, implementation, monitoring and evaluation of the Educational assessment activities.
• As a thematic lead in the region,  undertake regular monitoring and evaluation of and report on regular program activities and extra-budgetary projects related to improve the quality and relevance of education.

Policy advice:

• Advocate for and engage in policy dialogue with education authorities and other stakeholders in region on the topic covered by the team.
• In collaboration with other program sectors in the region, provide specialized advice, technical support and backstopping to other UNESCO Field offices, Ministries of Education, to prepare and implement programs (RP and XB) along with relevant research and analytical work.

Networking, Communication, Knowledge Management and Partnerships:

• Mobilize and coordinate national, regional and international partners and organize consultations and capacity development activities in the fields of learning assessment, curriculum and innovative pedagogy as well as the Global Action Plan for Education for Sustainable Development and the Global Citizenship Education program.
• Leverage relationships within and across teams at UNESCO while building external partnerships to promote UNESCO programs, projects well as to increase visibility, resources and partnership.
• Coordinate and ensure synergies with public and private partners, Regional Economic Communities, UNCTs, research institutions, multi and bilateral agencies and civil society organizations for the promotion of quality and relevant education in the region. 

Resource mobilization:

• Contribute to the formulation and implementation of a comprehensive communication and resource mobilization strategy with particular reference to the assets, potential and outreach of the team under his/her supervision.
• Mobilize extra budgetary resources to support Member States in the region in line with country policy priorities, the regional Education Support Strategy and UNESCO’s overall resource mobilization strategies.

Project, Activities and Team Member Management, Assessment and evaluation:

• Supervise, manage and lead a multi-disciplinary team of staff and experts to respond the requests of Member States in issues related to quality and relevance of education in a timely and effective manner.

Required qualifications:

1. Advanced university degree (Masters or equivalent) in the field of education, economics, social science, development studies or related fields.
2. Minimum 7 years of progressively responsible, relevant professional experience in the field of education of which preferably 3 years acquired at the international level.
3. Proven experience in designing, implementation and monitoring education policies, strategies and programmes in areas such as STEM education, GCED, ESD, curriculum and learning assessment, among others.  
4. Experience working with government counterparts and organized education stakeholders.
5. Proven experience in education research, evaluation and data-driven reporting.
6. Good knowledge of issues and challenges in education systems in Asia and the Pacific region.
7. Proven ability to draft high quality, clear, concise, data driven documents and reports.
8. Demonstratred skills in resource mobilisation through negotiation and effective engagement with development partners and donors. 
9. Excellent coordination, interpersonal, teamwork  and communication skills. 
10. Ability to manage multicultural and multidisciplinary teams.
11. Demonstrated leadership, management and organisational skills. 
12. Flexibility, adaptability and capacity to deal with uncertainty and change.
13.  Excellent knowledge (written and spoken) of English.

Desirable qualifications:

1. Advanced University degree (Ph.D. or equivalent) in the field of education, economics, social science, development studies or related fields.   
2. Coordination and production of policy research on education quality issues.
3. Management and coordination of regional/global networks on education.
4. Management of an online knowledge portal.
5. Foresight in prospective education issues.
6. Capacity building of education sector personnel at country level on education quality issues.
7. Knowledge of general functioning of international organizations and/or the UN system.
8. Good knowledge of French.
9. Knowledge of another official language of UNESCO (Arabic, Chinese, Russian, Spanish).

Benefits:

UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc.
