Opportunity description

IRC provides a job opportunity in Jordan as a health advisor in partnership. You will be responsible for the health components of USAID's Office of U.S. Foreign Disaster Assistance (OFDA)-funded program that includes health and nutrition, WASH, and shelter activities to support conflict-affected populations. Entitled Amal the consortium will include international and Syrian partners with humanitarian response capacity.  

Eligibility:

You must have:

  • A University degree in a relevant field.
  • Over five years of relevant experience focused on public health within a humanitarian context.
  • Demonstrated experience working with partner organizations or using partnership approaches.
  • Ability to conduct capacity strengthening activities focused on training, mentoring, etc.
  • Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure with professional grace.
  • Excellent organizational and time management skills with the ability to manage competing priorities and deadlines.
  • Excellent oral and written communication skills in English, Arabic language skills are preferred.
  • Familiarity with the political, social, cultural, humanitarian and donor context of Syria is ideal.
  • Willingness to travel to Beirut or other countries as needed.

Your Responsibilities:

You will be responsible for: 

  1. Establish programmatic technical standards and work to achieve high-level program delivery with partners in collaboration with protection and WASH/Shelter technical staff through remote management mechanisms and programmatic adaptation.
  2. Design and roll-out key guidance notes, tools, and materials (i.e. assessment, monitoring, supervision, awareness-raising, training, etc.) in collaboration with partners that align with Sphere and other global standards.
  3. Liaise with IRC’s technical units to ensure health approaches are aligned with Sphere Standards and IRC’s global models and best practice, as much as possible with the contextual constraints.
  4. Conduct capacity strengthening with partners to ensure Health modules align to agreed minimum standards, supporting to provide tools and approaches that fit community-level needs and operational constraints.
  5. Promote inclusion by identifying barriers that prevent individual and community participation in health due to disabilities or age in humanitarian programming, and also identify capacities for self-reliance.
  6. Work with MEAL team to support partners to reinforce beneficiary feedback mechanism to ensure it is accessible to women, people with disabilities, and elderly and ensure feedback is incorporated, including promoting existing and new measures to ensure confidentially and privacy of personally identifiable information.
  7. Coordinate and network with Health counterparts to understand key service issues within Syrian context to inform program planning.
  8. Support regular reporting and other donor requirements.
  9. Support partnership engagement and communication to implement sub-grant agreements and complete program deliverables.
  10. Drive adherence to IRC’s Partnership Excellence for Equality and Results System (PEERS) by understanding and guiding the IRC team and partners to apply key processes.
  11. Collaborate with IRC’s partnership team to ensure sub-awards, project support plans, and other required documents are established based on PEERS and US government regulations.
  12. Promote the use of E-learning platform to foster greater understanding and application of humanitarian approaches.
  13. Facilitate systematic partner feedback on IRC's management of and performance in partnerships, as well as taking appropriate action in response to the feedback to ensure the smooth operation of the consortium.
  14. Design, lead and participate in relevant workshops and meetings to support coordination and collaboration, including quarterly partner monitoring visits and training events.
  15. Other tasks as needed.
