International Rescue Committee (IRC) offers a job opportunity in Jordan as a Senior Integrated Protection Coordinator. Working under the direction of the Director of Program Quality and Implementation You will be responsible for ensuring a unified Protection strategy for Syria with the two IP Co reporting in your direction. This will involve creating, updating, and implementing the Integrated protection strategy for the whole of Syria with particular attention to single hub sensitivities, donors relations, UN and clusters relations, acting as the main driver in all new proposals design, writing, and implementation including spending plans, work plans, and budget management. Possibly included in high-level donor relations specific to protection in Syria. You will support protection program leads also in the strategic development of partner relationships; for ensuring effective collaboration with partners based on principles of equality, transparency, responsibility and complementarity.

Duties & responsibilities

You will be responsible for:

Program Management, Technical Quality, and Strategy:

  1. In collaboration with the DPQI and other relevant teams, develop a comprehensive integrated protection strategy for the Whole of Syria based on the emerging protection issues around access to basic services, and protection services and enhance the capacity to efficiently and coherently deliver needs-based integrated protection services, and incorporating an appropriate balance of partnerships and direct implementation.
  2. Lead in the management of the protection sector teams in Syria, including Technical Coordinators and Sr. Managers responsible for delivery of their respective programs. This is a strategic role that requires strong skills in team management and a structured approach to program delivery.
  3. Lead a comprehensive assessment of opportunities for greater cross-sector integration within IRC’s program units and develop a work plan for reaching integration goals, both with respect to programs implemented directly by IRC as well as those delivered in partnership; as required, support development of cross-sector SOPs, tools, training modules, etc.
  4. Provide strategic direction, leadership, and overall technical and management oversight to the integrated protection portfolio in Syria in line with the Strategy Action Plan outcomes for safety.
  5. Working closely with sector leads, ensure IRC’s ongoing integrated protection program reflects standards for best practice, quality, and innovation, and is responsive and adapted based on monitoring data to ensure implementation modalities remain context- and need-appropriate.
  6. Lead development of innovative approaches and toolkits for urban and community-based protection programming as well as a curriculum of support to IRC’s volunteer and frontline partner staff. Roll out and oversee the implementation of these tools and learn about their effectiveness in Jordan and among other IRC country programs.
  7. Ensure smooth management and integration of project work plans and budgets (budget forecasting, development of spending plans, and budget follow-up), timely recruitment, partner support plans, and accurate reporting in accordance with IRC and donor regulations.
  8. Liaise with Technical Unit advisors to ensure relevant support, tools, and resources are being provided and integrated into programming.
  9. Actively and meaningfully participate in all grant management meeting processes.

Program Development:

  1. Proactively continue to grow the Syria integrated protection portfolio through the development of concept notes and proposals to existing and new donors, maintaining a coherent integrated protection strategy across IRC’s areas of intervention.
  2. Anticipate, plan and manage programmatic and structural transitions.
  3. In collaboration with the MEAL team, support program staff to develop and utilize relevant tools and adapt them to context. 

Staff Performance Management, Learning & Development:

  1. Hire, supervise, and build the capacity of WPE, CP, and Prol team members in relevant technical and management competencies.
  2. Support collaborative partner relationships focused on mutual learning and capacity building as well as technical guidance in areas of IRC expertise, including training/mentoring support and performance management that fully reflects the skills and attitudes required to work effectively in partnership.
  3. Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.
  4. Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  5. Hold high-quality meetings with each direct report on a regular and predictable basis, at least monthly.
  6. Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team, and providing guidance on career paths.
  7. Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs of both national and international staff.
  8. Adhere to and act in accordance with the IRC Global HR Policies and Procedures, and communicates through word and example a high standard of compliance with all applicable policies and regulations.

Coordination & Representation:

  1. As needed and in coordination with other protection sector leads and country program management, represents IRC in inter-agency forums and discussions.
  2. Regularly coordinate with the internal program and operational stakeholders, the Protection/Rule of Law Technical Advisors, Women’s Protection and Empowerment, Children’s Protection, Economic Recovery and Development, R&D, Education, and other IRC colleagues.
  3. Participate in relevant working groups both within and outside of the UN cluster system.

Eligibility criteria

You must have:

  • Protection-related degree and post-graduate qualification.
  • Minimum of seven years of international professional experience implementing humanitarian protection programs at the managerial or coordination level.
  • Demonstrated experience in capacity building, project design, and budget management.
  • Experience in working with and coordinating with the UN, donors, INGOs, and other stakeholders.
  • Experience in effectively dealing with international and headquarters staff, as well as donor agencies, government officials, and other NGOs; ability to work with a broad spectrum of people.
  • Strong writing and analytical skills, including the ability to communicate technical matters to a range of audiences.
  • Excellent communication and interpersonal skills, including the ability to effectively manage a variety of multi-level relationships in a multicultural environment.
  • Demonstrated experience managing projects with stakeholders and team members without direct managerial oversight.
  • Excellent project management skills, including organization and attention to detail.
  • The ability to work productively and accurately while under pressure in a fast-paced, demanding environment.
  • Demonstrated ability to collaborate effectively with colleagues in ‘remote’ and distant, diverse teams.
  • A flexible work attitude, meaning the ability to work in a team environment or independently, and the ability to meet unexpected demands.
  • Mastery of MS Word, Excel, PowerPoint, and Outlook.
  • Fluent in spoken and written English skills.

Desirable:

  • Previous experience with an INGO.
  • Strong familiarity with IRC processes is a plus.
  • The ability to work (read and write) in Arabic is a plus.

  • Travel: 40-50% to field sites in Syria and Turkey as well as attending regional and global workshops and meetings.
