International Rescue Committee (IRC) in Jordan offers a job opportunity for the position of consultant for development of Theory of Change. The focus of this assignment is to help the IRC develop program focused Theory of change (TOC) as at the IRC success is defined by its ability to help people whose lives and livelihoods are shattered by conflict and disaster, including the climate crisis, to survive, recover, and gain control of their future.
Duties & responsibilities
The development of TOCs is planned to be carried out between July 2022 and August 2022. IRC is seeking support to undertake the following:
- Review IRC’s policy Strategy 100.
- Review IRC’s CRRD outcome evidence framework.
- Review IRC’s Jordan Country programs SAP (2022 -24).
- Conduct a dialogue/workshop with IRC programs lead and other core staff as a first stage to develop a theory of change (ToC).
- Inception report summarizing results of desk-based research, workshop/ dialogue outcomes.
- Develop at least two concept notes per sector.

Eligibility criteria
You should have:
- Master degree in Development Studies, Social Studies and/or other related fields.∙
- At least five years’ experience working in the international development sector.
- Previous experience facilitating workshops, particularly for learning and review.
- Ability to consolidate information from multiple sources.
- Fluent English skills (written and verbal).
- Familiarity with Jordanian context preferred.
- Good communicator with strong organizational and time management skills.
- Excellent analytical and writing skills.
- Excellent inter-personal, cultural and diplomatic skills; flexibility to adapt to changing requirements.
- Ability to work under pressure in a limited timeframe.
- Strong computer skills, including MS Office package software at an advanced level.
