Opportunity description

UNICEF is announcing a job opportunity for a consultant to analyze the causes of neonatal mortality in Egypt - for internationals only (for a period of 7 months). UNICEF Egypt is seeking an international consultant to support the Ministry of Health in conducting a neonatal mortality analysis in Egypt, to accelerate progress in alignment with the Sustainable Development Goals. The study aims to identify the main causes and contributing factors of infant mortality by period (perinatal, intrapartum, neonatal, and infant) using an integrated qualitative and quantitative analysis.

Duties & responsibilities

You will be responsible for:

  • Identifying the key factors contributing to neonatal mortality from the 28th week of pregnancy through the 28th day of life.
  • Identifying the key factors influencing infant mortality during the first 365 days of life.
  • Identifying the impact of socioeconomic status, geographic access, or other contributing factors such as nutritional status/diet consumption, home birth, including functional referral systems within care networks, family and community involvement and support, management of the care of small and/or sick newborns, and/or other factors, as well as their direct and indirect effects on neonatal and infant mortality.
  • Determining whether complications during pregnancy and delivery negatively impact pregnancy outcomes, including disability.
  • Evaluating the availability of essential equipment, medicines and other supplies, human resources, and guidelines necessary to provide therapeutic care for mothers and newborns.
  • Determining the adequacy of data collected by the health management information system in generating key maternal and child health indicators.

Eligibility criteria

You must have:

  • An advanced university degree in public health or medicine, with a specialization in neonatology, perinatal medicine, or pediatrics.
  • At least 10 years of experience in maternal and child health, perinatal/neonatal care research and practice.
  • Experience in analyzing qualitative and quantitative research, including statistical analysis.
  • Previous work experience with the United Nations and/or other international agencies.
  • Work experience in the Middle East, North Africa, and Africa.
  • Excellent facilitation, analytical, and writing skills.
  • Proficiency in English.
  • Fluency in Arabic is preferred.
  • Only shortlisted candidates will be contacted and will be advanced to the next stage of the selection process.
  • Individuals hired under a consultancy or individual contract will not be considered "staff" under the United Nations Staff Regulations and Rules and UNICEF Policies and Procedures, nor will they be entitled to the benefits provided therein (such as leave entitlements and medical insurance). Their terms of service are governed by their contract and the General Conditions of Contract for Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax obligations and paying any taxes and/or duties, in accordance with local or other applicable laws.
  • The selected candidate is fully responsible for ensuring the validity of the (applicable) visa and health insurance required to perform the contract assignments for the duration of the contract. Selected candidates are subject to confirmation of full vaccination against COVID-19 with a WHO-approved vaccine, which must be completed prior to assuming employment. This does not apply to consultants who will work remotely, and who are not expected to work on or visit UNICEF premises, program sites, interact directly with communities with which UNICEF works, or travel on UNICEF assignments for the duration of their consultancy contracts.
  • They will work remotely and at the UNICEF Cairo office, with the possibility of field travel.
  • UNICEF Egypt will cover in-country travel costs.
