Opportunity description

The International Rescue Committee offers a job opportunity as a Monitoring, Evaluation, Research and Learning Field Officer in Nineveh/Mosul, Libya where you will be responsible for the design, coordination and implementation of monitoring, evaluation, research and learning frameworks for IRC projects. This job requires regular visits to Erbil and Baghdad.

Duties & responsibilities

You will be responsible for:

  • Manage the implementation of project monitoring and evaluation plans that are aligned with donor and International Rescue Committee standards.
  • Support project teams in creating monitoring and data collection tools.
  • Review and compile data, and provide necessary guidance on data management.
  • Conduct frequent audits to ensure data quality.
  • Collaborate with project teams to populate the monthly Program Indicator Dashboard (PID).
  • Upload project M&E details to the information management software.
  • Providing technical training on data collection methods, data protection, and customer protection.
  • Raising community awareness about accessibility of services, expected staff behavior, customer feedback, protection mechanisms and how to use them.
  • Collect and record customer feedback while implementing project activities.
  • Reports customers' needs, preferences, and reactions to supervisor.
  • Conduct regular visits to IRC partner offices in Nineveh and other locations across Iraq.
  • Ensure that partners' MEAL contact points are equipped with appropriate data collection tools and means for different project activities.
  • Ensure data flow for regular reporting is understood and used effectively by MEAL partner touchpoints.
  • Providing the necessary support in introducing new mechanisms and tools for data collection and reporting to partners’ contact points.
  • Training and mentoring the MEAL team with the aim of enhancing their technical capabilities, exchanging knowledge among themselves within the team, and providing the necessary guidance for their professional development.
  • Approve and manage leave requests to ensure adequate work coverage.

Eligibility criteria

You must have:

  • Bachelor's degree in social work, data science, development studies, or other related field.
  • It is preferable to possess a master's degree in any related field.
  • At least two years of monitoring, evaluation, follow-up and learning (MEAL) experience in humanitarian emergencies and development, preferably related to working with refugees or conflict-affected populations.
  • This job requires you to spend 50% of your work time visiting implementation areas in Nineveh, Erbil, and Baghdad.
  • Proficient in writing and speaking skills in English and Arabic, and preferably Kurdish.
  • Strong understanding of the design and implementation of monitoring and evaluation systems. Including qualitative and quantitative methods of evaluation and monitoring.
  • Knowledge of the ODK database and information dissemination programs. It is also preferable to have knowledge of geographic information systems.
  • Leadership, program management, staff development, planning, analysis, interpersonal and communication skills.
  • Proficient in writing progress and observation reports and data audit reports.
  • Familiarity with data analysis principles and practices.
  • Excellent knowledge of MS Word, Excel, PowerPoint, and email/internet software.
  • Ability to travel to project sites and be present there when needed.

  • Your salary will range between 2,026,545 and 2,634,509 Iraqi dinars, depending on several factors such as the labor market, job type, internal equality, budget, in addition to the work location, and your experience and skills related to the job requirements.
