WHO offers a job opportunity in Egypt as a Consultant on Digital Finance projects in the Eastern and Mediterranean regions. You will support the planning, design, implementation, management, and enhancement of digital finance solutions for improving the effectiveness of the GPEI and other campaigns by making speedy and transparent payments to vaccinators, CHWs, and other service providers and strengthening compliance with WHO financial rules and regulations, policies and standard operating procedures.
Duties & responsibilities
You will be responsible for:
- Define and articulate the EMRO digital finance vision, strategic direction, and operational plans and lead its rollout across the region.
- Coordinate the Regional Digital Finance Steering Committee and provide secretariat support to facilitate critical decision-making, oversight, and direction.
- Organize stakeholders’ consultations for developing appropriate technologies and solutions; maintain agile, robust, responsive, and relevant systems, policies, procedures, and tools; and promote the digital finance ecosystem.
- Coordinate with different donors, stakeholders, and programs to ensure sustainable investment in and promotion of digital payments in the region and represent the region in different fora and partnerships.
- Coordinate with WHO Country Offices (WCOs) and Digital Finance Officers (DFOs) to ensure proper operational planning, standard deliverables, timelines, and coherent and compliant actions for the overall rollout of digital payments.
- Act as a focal point for the mobile network operators, financial institutions, and other parties (consultants, accounting firms, third parties, etc.) contracted for the project. Responsible for the close monitoring of service delivery, addressing disbursement issues, and ensuring smooth payment of field workers and other operational costs in accordance with agreed-upon expectations and timeline.
- Provide technical expertise to identify and support innovations; and continuous improvements around digital payments through the development and enhancement of policies, procedures, guidelines, tools, and systems.
- Assess the feasibility of further improvements, and propose innovative approaches adapted to the context of the Region to fast-track digital payments while strengthening accountability and compliance with WHO financial rules and regulations and enhancing value for money for the organization.
- Support and facilitate country office capacity development activities of staff and implementing partners on digital payments processes through training, webinars, workshops, and presentations.
- Ensure knowledge management, strategic communication, and learning opportunities for the promotion of digital payments in the region.
- Lead and guide special assessments, reviews, and monitoring activities that will bring key insights and learnings helping in the overall improvement of digital payments and health system outcomes.

Eligibility criteria
You must have:
Educational Qualifications:
- Master’s degree in Finance, Economics, Banking, Business Administration, International Development, or other similar areas.
- Professional accreditation in banking, finance, accounting, project management, or related area will be an asset.
Experience:
- minimum 7 years of relevant professional experience required in digital finance, financial inclusion, cash transfers, Government to People (G2P) payments, development finance, and retail banking with the management of bulk transfers and payments.
Skills/Technical skills and knowledge:
- Excellent Knowledge of project management methods, e. g. PRINCE2, as well as agile working methods.
- Knowledge of WHO’s strategic priorities, program implementation, and processes will be an added advantage.
- Demonstrated writing and communication skills, negotiation, facilitation of high-level policy dialogue at different levels, and influencing governments, banking institutions, and mobile money providers are highly desirable.
Languages and levels required:
- Proficiency in reading, writing, and speaking English.
- Proficiency in Arabic is an asset.
Location
- This job is located in Cairo, Egypt.
- Provide a medical certificate of fitness for work.
- The Consultant is expected to travel within the region for which the travel cost as per WHO Policy will be reimbursed when travel is pre-authorized by the technical supervisor.
- All travel arrangements will be made by WHO. WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on a mission under the terms of this consultancy, the Consultant will receive a subsistence allowance.
- Visas requirements: it is the consultant’s responsibility to fulfill visa requirements and ask for visa support letter(s) if needed.
