Opportunity description

UNHCR offers a job opportunity in Egypt as a Program CBI Officer. You will be an active member of the bureau/field operation/division and manages and oversees the UNHCR cash assistance. You will be responsible to ensure that CBI is compliant with the CBI policy, technical guidance and administrative instructions on CBI, in collaboration with the relevant multi-functional team (MFT) members. You will ensure the strategic and coherent use of CBI in UNHCR and monitor it adequately.

Duties & responsibilities

You will be responsible for:

  1. Promote cash assistance, and the strategic and coherent use of CBI, ensuring that CBI is maximized to meet protection needs, in assistance and service provision throughout the displacement cycle, including in emergencies.
  2. Promote and ensure linkages with social protection and financial inclusion.
  3. Provide technical support on strategic planning and policy-making on activities within the area of CBIs, including assessments, planning, and budgeting, technical choices, legal and regulatory aspects, implementation modalities, coordination, and monitoring.
  4. Support to ensure that CBI is fully, and effectively integrated into the country's operations plan and protection and solutions strategies.
  5. Establish a sound monitoring process for cash assistance. Analyze trends and interventions, including CBI expenditure, and upstream and downstream activities. Ensure post-distribution monitoring (PDM) is conducted regularly and in line with the relevant guidance.
  6. Ensure fluid communication and information exchange with key stakeholders internally and externally, and participate in relevant coordination and collaboration structures.
  7. Represent UNHCR in inter-agency coordination mechanisms and fora, promote and maintain collaborative cash arrangements and strong relations with partners and other key actors.
  8. Organize and/or support CBI-related learning and capacity building, including organizing training and learning events.
  9. Perform other related duties as required.

In-Country Operations:

  1. Ensure CBI is implemented according to UNHCR's policies, rules, and processes.
  2. Conduct required assessments to ensure optimal CBI design.
  3. In collaboration with Finance, establish CBI Standard operating procedures (SOPs) for the operation, and coordinate the review with RB and final clearance with HQ. Support partners in developing SOPs.

In Regional Bureaux:

  1. Ensure the coordination of CBI across the Regional Bureau and the country operations.
  2. Provide technical support to country operations in all aspects of CBI across the program cycle, in line with UNHCR's guidance and policy.
  3. Review and provide inputs on issues and documents relating to procurement and contracting of financial service providers, including participation in technical evaluations as required.

In Headquarters:

  1. Contribute to CBI-related knowledge management, training, and learning. 
  2. Contribute to the clearance of Standard Operating Procedures with DFAM, review CBI procurement-related documents with SMS, review CBI-related contracts with Financial Service Providers with LAS, and collaborate with other divisions as required.

Eligibility criteria

You must have:

Years of Experience/Degree Level:

  • 6 years of relevant experience with an Undergraduate degree; or 5 years of relevant experience with a Graduate degree; or 4 years of relevant experience with a Doctorate degree.
  • Field(s) of Education:
  • Economics, Social Science, Political Science, Business Administration, Social Economics, or other relevant fields.

Certificates and/or Licenses:

  • Program Management; HCR Results-Based Management.

Relevant Job Experience:

  • Work experience in cash assistance and proven knowledge and technical skills in the setup, design, implementation, and monitoring of CBIs from a multisectoral and protection perspective.
  • It's preferred to have experience in interagency coordination.

Functional Skills:

  • CB-Cash-based Programming/Managing/Planning.

Language Requirements:

  • For International Professional and Field Service jobs: Knowledge of English and UN working language of the duty station if not English.
  • For National Professional jobs: Knowledge of English and UN working language of the duty station if not English and local language.
  • For General Service jobs: Knowledge of English and/or UN working language of the duty station if not English.
