Opportunity description

WHO offers a job opportunity in Jordan as a Monitoring & Evaluation Officer. You will ensure that an effective WHO Country presence is established to implement WHO country cooperation strategies that are aligned with Member State's health priorities, and sustainable development agendas and harmonized with the United Nations country teams and partners to improve health outcomes and progress toward achieving Universal Health Coverage.

Duties & responsibilities

You will be responsible for:

  1. Establish an effective M&E system for the delivery of the WHO Country Office and implementing partners' results.
  2. Provide technical support to the different public health programs in identifying baseline, targets, and indicators for specific interventions; synergize the integration and incorporation of work plans, ensuring alignment with WHO in-country implementation plans, health sector strategies/priorities, regional and global commitments, humanitarian health appeals (if any).
  3. Review and reprogramming planned activities in coordination with the technical officers to adjust to possible developments in the health sector to ensure maximum relevance and impact on the intended program objectives.
  4. Facilitate the monitoring of the technical programs, design methodologies, tools, and indicators for monitoring the implementation of projects and operations; evaluate the quality of outputs including the management, coordination, effectiveness, and action plans to inform program direction.
  5. Maintain risk management matrices, project calendars, indicator tracking tables, resource schedules, and other monitoring tools; draw attention of program managers to activities and awards that are over- or under-funded behind schedule.
  6. Prepare monthly technical reports based on analysis of project activities and progress towards targets and measurable indicators, provide quality assurance of reports, proposals, program documents, etc.
  7. Build and strengthen national capacities for monitoring and evaluation of national health programs, through conducting need assessments, defining training needs, developing strategies to achieve targets, and facilitating the implementation of training activities.
  8. Conduct regular management monitoring meetings to ensure adherence to standard operating procedures.

Eligibility criteria

You must have:

Education:

  • Essential: University degree in information management, public health, epidemiology, economics, international development, life sciences, and public or business administration.
  • Desirable: Degree in monitoring & evaluation in health Programs.

Experience:

  • Essential: 5 years of experience with international exposure in providing management advisory services and in the design, monitoring, and evaluation of projects.
  • Desirable: Training or experience in public health, training in project management.

Skills:

  • Demonstrated knowledge of principles, disciplines, and techniques to implement Monitoring and Evaluation strategies.
  • Demonstrated skills in assessment, monitoring, and analysis of health situations.
  • Proven ability to formulate and manage budgets and conduct financial analysis.
  • Excellent interpersonal skills and ability to work under pressure.
  • Demonstrated knowledge of information technology and ability to apply it in work assignments.
  • Documentation skills.

  • Teamwork skills.
  • Respecting and promoting individual and cultural differences.

Use of Language Skills:

  • Essential: Expert knowledge of English.
  • Desirable: Intermediate knowledge of another WHO official language.

Benefits:

  • WHO salaries for staff in the Professional category are calculated in US dollars.
  • The remuneration for this position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable).
  • A variable post adjustment, which reflects the cost of living in a particular duty station, currently amounts to USD 2403 per month for the duty station indicated above.
  • Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
