Development Alternatives Inc. is offering a job opportunity as a Local Administration Lead to join the team and work in Amman, Jordan.
Duties & responsibilities
- Conduct rapid needs assessments with MOLA and municipal clusters, and submit reports and accompanying action plans.
- Ensure data-driven performance measurement is institutionalized across municipal clusters.
- Ensure inclusive legal and policy reforms are advanced, and unnecessary regulations are eliminated.
- Coordinate and upgrade solid waste management (SWM) and recycling processes; ensure they are coordinated and upgraded across clusters.
- Prioritize visible services that can be re-engineered to reduce costs and improve lives.
- Increase Municipal own-source revenue (OSR) and financial management is more gender responsive.
- Ensure that financial management systems more effectively track and visualize municipal assets and liabilities.
- Increase energy efficiency, climate resilience, and disaster preparedness across clusters.
- Use communication and community engagement mechanisms that are more effective and inclusive, and participatory budget processes are institutionalized across municipal clusters.
- Coach MOLA to develop SOPs for municipal revenue administration focused on voluntary compliance.
- Promote tax system awareness though public communications campaigns.
- Implement mechanisms to register local taxpayers in collaboration with national government authorities.
- Test and then scale successful behavior change approaches to enhance voluntary compliance.
Eligibility criteria
- A bachelor’s degree from an accredited university, in local governance, public policy, law, business administration, finance, or other related fields.
- At least eight years of relevant technical and management experience in development projects and/or private sector related projects of a similar scope, including experience working with government institutions and municipalities on multiple areas of technical focus for this Activity such as policy reform, capacity development, service delivery, public financial management, investment planning, access to finance, and public private partnerships.
- Demonstrated experience in cooperating with partners in implementing the multi-dimensional and complex program in the field, including the ability to deftly and diplomatically manage sometimes difficult technical issues while sustaining good interpersonal relationships with counterparts.
- Fluency in Arabic and English.
- Strong writing skills.
