Opportunity description
The United Nations Development Programme (UNDP) in Venezuela aims to appoint a Procurement Strategic Specialist (PSS) to lead the procurement and supply management strategy for the project, where procurement constitutes a significant portion of the Global Fund project's expenses. The specialist will be responsible for the successful delivery of procurement services to efficiently implement Global Fund grants and will work under the supervision of the Project Management Programme Coordinator and in collaboration with the Global Fund Partnership Team in Geneva and the Procurement Unit in Copenhagen.
Tasks and Responsibilities of the Procurement Strategic Specialist:
Procurement and Supply Management:
- Lead strategic planning and oversight of procurement and supply chain management for health products.
- Implement a client-oriented procurement management system.
- Coordinate inventory monitoring and information flow to avoid stock shortages or surpluses.
- Monitor and manage performance and implement corrective actions.
Standards and Oversight:
- Prepare and implement procurement and supply chain management reports and documents.
- Ensure full compliance with procurement procedures and health product standards.
- Prepare and update the Quality Assurance Plan (QAP).
Partnership Building and Resource Mobilization:
- Lead partnership building with the Ministry of Health and stakeholders.
- Support national procurement planning and the development of funding requests.
Strategic Advisory:
- Liaise with Global Fund teams and local fund agents on procurement and supply chain management matters.
- Collaborate with central drug stores and national supply chain actors.
Financial Management:
- Supervise financial flows related to procurement.
- Monitor the annual PSM plan, budget, and expenditures.
Resource Mobilization Initiatives:
- Discuss resource mobilization possibilities with senior management and identify potential donors.
Required Skills and Experience:
- Advanced university degree (Master's) in pharmacy, management, logistics, procurement and supply management, or a related field, or a Bachelor's degree with an additional 2 years of experience.
- CIPS Level 4 certification (or to be obtained within one year).
- At least 7 years (Master’s) or 9 years (Bachelor’s) experience in public sector procurement management.
- International experience in pharmaceutical supply chain management.
- Proficiency in Spanish and working knowledge of English.
