Project Analyst for Circular Economy and Waste Management in Vietnam

UNDP Viet Nam seeks a Project Analyst to coordinate and support the implementation of projects related to plastic pollution and innovation under the Circular Economy, Waste, and Chemicals Portfolio. The incumbent will report to the Programme Analyst in charge of the portfolio and work closely with international program specialists, technical advisors, program analysts, innovation and circular economy officers, support staff, NPAP leads and specialists of GPAP, the Director General, and officers of MONRE’s International Cooperation Department.

Duties and Responsibilities:

Coordinate and ensure successful implementation of the TCCF Regional Plastics Circularity Project:

• Day-to-day project management; develop and adjust the annual workplan and timeline with deliverables and milestones for four project interventions.
• Coordinate with focal points and the technical officer within the CE portfolio and national/international consultants for consultancies’ TORs, procurement, equipment, output review, and event organization.
• Coordinate with the UNDP Regional Team for project updates, reporting, risk monitoring, and communication.
• Support the Programme Analyst with administrative and financial procedures.

Coordinate the NPAP Innovation and Financing Task Force:

• Coordinate and support implementation of the Task Force’s activities within the year-round timeline, collaborating with the chair and co-chair and under the guidance of the NPAP Secretariat’s Manager.
• Facilitate Task Force meetings, including preparation and organization of events.
• Update the NPAP innovation tracker with plastic-associated innovations.
• Support the formulation and implementation of projects under the Circular Economy, Waste, and Chemicals Portfolio.

The Viet Nam Flagship Project of Alliance to End Plastic Waste (AEPW):

• Act as the focal point for organizing regular meetings and updating the project’s Risk Monitoring Task Force.
• Engage with local authorities, NGOs, businesses, and relevant organizations.

The ASEAN Blue Innovation Challenge (ABIC) and the Global Plastics Innovation Programme (GPIP):

• Lead communication with the UNDP Indonesia team regarding project implementation and contribute to ABIC pilot phases.
• Coordinate and implement activities to promote technology adoption, innovation uptake, and South-South cooperation in plastics management.
• Tailor activities to position UNDP Viet Nam in fostering plastic innovations.

Other tasks on project formulation and implementation:

• Participate in planning for portfolio development and fundraising.
• Support the preparation of reports, knowledge products, and proposals.

Required Skills and Experience:

Education:

• Advanced university degree (Master’s or equivalent) in Natural and Engineering Sciences, applied sciences, Sustainable Development, or a related field. Or
• A first-level university degree (Bachelor’s degree) with two additional years of qualifying experience.

Experience:

• - خبرة لا تقل عن سنتين (مع درجة الماجستير) أو أربع سنوات (مع درجة البكالوريوس) في مجال تنسيق/إدارة المشاريع في العلوم الطبيعية والتكنولوجيا، وخاصة تلك المتعلقة بإدارة النفايات/البلاستيك.
• خبرة في إدارة منصة الشراكة و/أو إنشاء فريق عمل مع أصحاب المصلحة المتنوعين.
• خبرة في مجال الابتكارات البلاستيكية (إدارة المشاريع، وإدارة الشراكات، وإشراك أصحاب المصلحة، و/أو تنظيم الفعاليات).
• خبرة العمل مع الوكالات الحكومية والسلطات المحلية.
• - الخبرة في تنفيذ مشاريع برنامج الأمم المتحدة الإنمائي (إجراءات المشتريات والعمل مع الاستشاريين الفنيين).
• - خبرة في استخدام أجهزة الكمبيوتر وحزم البرامج المكتبية وأنظمة الإدارة المستندة إلى الويب.

اللغات المطلوبة:

• إتقان اللغتين الإنجليزية والفيتنامية.
