Opportunity description

Asser Institute, Center for International and European Law, invites application from workers in the field of administration of justice to participate in the fully-funded course on the Administration of Justice as part of the Shiraka Training Program (STP) in the Netherlands. Shiraka is the Netherlands-Arab Partnership launched by the Ministry of Foreign Affairs. Shiraka aims to support the sustainable democratic transition and is dedicated to contribute to the political developments in the Arab region.

This year’s professional development course on ‘Administration of Justice’ is being implemented by the Asser Institute. The course includes a theoretical part, a practical part, as well as study visits. The objective of this course is to allow civil servants, judges and prosecutors working in the field of administration of justice to share their knowledge and skills, enabling them to lead and inspire the modernisation of the judiciary and prosecution services. The course also aims to strengthen participants’ ties with the Netherlands and the Dutch government; especially between Dutch civil servants and their counterparts in the target countries.

The course will cover the following topics:
[1] Safeguards of Judicial Independence
[2] Rule of law principles as foundations of administration of justice
[3] Integrity and Modernisation of the Judiciary
[4] Integrity of adjudication and dealing with the media in the courts
[5] Practical skills workshop
[6] Internationalisation of Administration of Justice
[7] Mediation practices and small claims procedures
[8] Developing a Back Home Action Plan (BHAP) based on the knowledge acquired during the training

The course will include study visits to complement the classroom content.

The Dutch government will cover all relevant costs for participants from Jordan, Syria, Lebanon, Iraq, Comoros, Djibouti, Yemen, Sudan, Egypt, Algeria, Libya, Tunisia and Morocco. This includes international travel, board and lodging, visa and insurance, and tuition fees for the course. Participants from other countries will pay for their own international travel costs; flight tickets and visa. Board and lodging, insurance and tuition fees for the course will be covered by the Dutch government. All applicants are responsible for the organisation and costs of travelling to the airport in their own country.
