The competition is intended to promote the best urban transformation projects by improving services and quality of living, environmental protection, cost-cutting, and deeper democracies. Whether it applies to an islet, neighborhood or an entire city, submitted projects must address the issues at stake in smart and sustainable cities.

Participants can be individuals, private companies, public municipal associations or institutions. Projects need to stand out for their originality, effectiveness and impact on the urban area, in one of the six following areas:
[1] Cultural action
[2] Energy
[3] Housing and urban planning
[4] Urban innovation
[5] Mobility
[6] Citizen engagement

The judging panel will select one grand prize, not limited to any specific category, that stands out most for its innovative approach to be awarded 2,000 euros. Additionally, one winner in each category will receive a money prize of 1,000 euros in The World Ceremony for the "Le Monde" Smart Cities Award will be held in Singapore, in July 2018. All winning projects will be written up in an article to be published on Le Monde's website.
