Opportunity description

The United Nations Volunteers (UNV) program is announcing a volunteer opportunity as an Early Warning Assistant in Egypt. The main objective of this project is to strengthen the capacity of national authorities in Djibouti to produce, deliver and disseminate multi-hazard early warning systems, preparedness, early action and response to severe hydrometeorological events affecting the country, and is organized into six key outcomes:
  1. Improved ANMs and CERD service delivery, including the development of long-term service delivery strategies and development plans.
  2. Develop and make available risk information to guide early warning systems and climate and weather services.
  3. Enhance information and communication technology.
  4. Enhance preparedness and response plans for operational procedures that define the early warning dissemination process and make them available.
  5. Develop awareness programs on early warnings.
  6. Provide gender-responsive training and capacity building programs.

Duties & responsibilities

You will be responsible for:
  1. Conducting a comprehensive review of existing early warning systems and their messages to identify shortcomings.
  2. Supporting donor proposals, ensuring alignment with the overall objectives of CREWS projects.
  3. Developing a logical framework (logframe) that clearly outlines project activities, outputs, outcomes and objectives, along with corresponding indicators to measure success.
  4. Integrating a comprehensive risk assessment within the logical framework to identify potential challenges and develop mitigation strategies.
  5. Designing activities needed to implement early warning systems in Arab countries, taking into account unique geopolitical and environmental contexts.
  6. Including detailed budget information within submitted proposals, covering all aspects of proposal development, logical framework creation and early warning system implementation.
  7. Integrating gender and disability considerations into early warning communications to ensure that early warning systems are inclusive and sensitive to the needs of all population groups.
  8. Performing other tasks as required by the Risk Knowledge Program Management Officer.

Eligibility criteria

You must have:

  • Be between the ages of 18 and 80.
  • Be a citizen or legal resident of the country of assignment.
  • 7 years of experience in coordinating and implementing early warning systems.
  • Strong command of data analysis software such as Excel, SQL, Tableau, Power BI or similar tools.
  • Knowledge of data visualization tools and techniques.
  • Proven experience working on technical donor proposals.
  • Excellent oral and written skills.
  • Excellent drafting and reporting skills.
  • Excellent interpersonal skills.
  • Ability to work inclusively and collaboratively with a range of partners, including community members, faith-based and youth organizations, and authorities at different levels.
  • Familiarity with communication for development tools and methods.
  • Ability to work and adapt professionally and effectively in a challenging environment.
  • Ability to work effectively in a multicultural team of international and national staff.
  • Good overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet.
  • Familiarity with database management; office technology equipment.
  • Ability to work with minimal supervision.
  • Ability to work under tight deadlines.
  • Fluency in Arabic.
  • Fluency in English preferred.
  • Master’s degree or equivalent in disaster management, or IT management.
  • Adaptability and flexibility.
  • Creativity skills.
  • Planning and organization skills.
  • Professionalism in work.
