Opportunity description

UNV offers a volunteer opportunityto work as a monitoring, evaluation, and learning specialist in Tunisia starting from 01/02/2024 for 12 months. This UNV mission is part of the UNDP project to support the strengthening of the rule of law and justice in Libya.

Duties & responsibilities

You will be responsible for:
  • Monitoring and Evaluation:
  • Lead on the development and completion of the project M&E framework based on the final approved project work plan.
  • Contribute to the development of the monitoring frameworks and tools for the project’s activities and initiatives.
  • Set up and maintain a database for the management of the indicators framework.
  • Prepare draft TORs and evaluation questions for reviews and evaluations following UNDP guidance.
  • Oversee and execute MEL activities as per the Annual Work Plan, with a particular focus on results and impacts as well as on lesson learned.
  • Prepare a quarterly results tracker with key activities, indicators, baseline, and targets under the project’s outputs to obtain quarterly progress towards the attainment of the annual results.
  • Reporting:
  • Take overall responsibility for the project’s reporting activities: draft, compile inputs, finalize, and ensure design and synthetic infographics for all ad-hoc, donor, and corporate reporting requirements.
  • Supports the project team in collecting and analyzing data for reporting and learning purposes.
  • Design systems to constantly improve data collection notably disaggregated data, coordinate the baseline assessment and other feedback mechanisms.
  • Act as the communication focal point for the RoL project including maintenance of the database and tracking of visibility outputs and production of communication and media reports.
  • Lesson learning and capacity development:
  • Capture lessons learned and facilitate regular learning sessions for the project team and support the Project Manager in monitoring risks, and emerging opportunities, and support and take ownership of developing annual workplans, draft internal and external reports.
  • Document lessons learned by the project with a focus on results, impact, and outcomes, and present these at least every 6 months.
  • Where possible, support communication activities, management of the community of practice, event management, and reporting.
  • Conduct learning events, seek, and disseminate opportunities for project and technical learning, and constantly update the project team on opportunities for growth and learning.
  • Any other related tasks as may be required or assigned by the supervisor.
  • As an active UNDP team member, efficient, and high-quality support to:
  • Develop and implement the project’s M&E framework.
  • Ensure high-quality, timely, and results-based reporting to UNDP and donors.
  • A final statement of achievements towards volunteerism for peace and development during the assignment.

Eligibility criteria

You must have:

  • A master's degree or equivalent in Social Sciences, Law, Public Sciences, or a related field.
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
  • 3 years of experience in national and/or international level in international development projects or programmes, preferably in the field of Rule of Law, Justice or Human Rights, including at least two years with direct responsibility for managing MEL systems.
  • Experience in working in the UN or other international development organizations.
  • Demonstrated experience in excellent analytical, communication, writing, and presentation skills.
  • Excellent oral and written skills; excellent drafting, formulation, and reporting skills.
  • Conversant with standard office computer software and basic database software (Access, Excel, etc.) suitable for MEL data management.
  • Ability to work and adapt professionally and effectively in a challenging environment.
  • Teamwork and respect for diversity.
  • Planning organizing, and problem-solving skills.
  • Please note: Candidate must be a national of a country other than the country of assignment and be aged 27 - 80.
