Opportunity description
The United Nations Volunteers program offers a volunteer opportunity in Lebanon as a Local Government Program Officer. Under the supervision of the Chief Field Office (CFO) in South Lebanon and the Nabatieh Field Office, you will be responsible for providing professional technical assistance and support for program design, planning and implementation, management and evaluation of program/project activities, data analysis and preparation of progress reports, in support of program goals and objectives. You will also be responsible for the full scope of the Local Government/Child Rights Governance project/program activities, within your delegated authority and under the supervision of the Finance Director and technical support from the Program Specialist (Local Governance) in the Country Office.
Duties & responsibilities
You will be responsible for:
- Awareness and capacity support: dialogue, awareness-raising, and strengthening the work of municipalities, unions, and elected governors at the local level.
- Concept notes: Develop notes (TORs) needed to strengthen local systems, disaster risk reduction (DRR)/DRM (disaster risk management) capacity building, and other relevant localization initiatives at the municipality and/or governorate level.
- Local data and evidence: Identify and update outcomes for children at the municipal level through local data generated in coordination with the UNICEF Planning, Monitoring, and Evaluation (PME) team, divisions, other agencies/partners, workshops, community consultations, etc.
- Local policies, plans, and budgets: Support the process of developing child-friendly local plans and programs through priority municipalities and unions in the South and Nabatieh, with support from UNICEF departments to enhance access to services for children.
- Program quality and relevance: Work closely with UNICEF program officers in the South and Nabatieh field offices and the Finance Director to align the plans and activities of implementing partners to contribute to the implementation of the plans and activities of municipalities and local unions. (e.g. Child-Friendly Spaces, MSCC, Mental Health Spaces, PSEAH Mechanisms, Inclusion, Accountability to Affected People, Disaster Risk Reduction Strategies and Plans, etc.) in the South and Nabatieh Governorates.
- Community Engagement and Participation in Local Decision-Making: Support selected municipalities and unions in the South and Nabatieh Governorates to empower their communities by enhancing participation and information exchange, especially during emergencies, and creating a sustainable feedback platform with technical support from the CFO and Program Specialist.
- Coordination of local action: Collaborate with various actors such as UNDP, UNOPS, UNHCR, Disaster Risk Management, Learning Resource Centre, etc. to maximize results and impact on children at the local level.
Eligibility criteria
You must have:
- 4 years of experience in the field of local governance, localization, local system strengthening, or other relevant programs at the national and/or international level.
- Experience in strengthening Disaster Risk Reduction/DRM (Disaster Risk Management) systems.
- Work experience in the United Nations or other international development organizations.
- Excellent writing and speaking skills.
- Excellent drafting and reporting skills.
- Accuracy and professionalism in document production and editing.
- Excellent knowledge and understanding of the business context within the region.
- Excellent interpersonal skills.
- Ability to work comprehensively and collaboratively with a diverse range of partners, including community members, faith-based and youth organizations, and authorities at different levels.
- Familiarity with communication tools and development methods.
- Excellent teamwork skills.
- Ability to work and adapt professionally and effectively in a challenging environment.
- Ability to work effectively in a multicultural team of international and national staff.
- Good general computer knowledge, including proficiency in various MS Office programs (Excel, Word, etc.) and email/Internet.
- Familiarity with database administration; and office technology equipment.
- Ability to work with minimal supervision.
- Ability to work to tight deadlines.
- Sound security awareness.
- Paying attention to children’s rights and volunteer work for youth development as a mechanism for permanent development,
- It is preferable to be fluent in English.
- It is preferable to be fluent in French.
- Bachelor's degree or equivalent in the field of social sciences, international relations, public administration, public policy, social policy, social development, community development, or any other related disciplines.
- Demonstrate appropriate ethical behaviors, refrain from discriminatory language and actions, and challenge unprofessional and unethical behavior by standing up to actions that are not consistent with UNICEF values.
