Opportunity description

The United Nations Volunteers Program offers a volunteer opportunity as a field program specialist in South Sudan. Although the United Nations Development Program is active in all states and administrative regions in South Sudan, there is now a need to strengthen its field presence, so the program management took a decision to intensify its presence, As the largest development partner in the country, in order to expand sustainable development activities throughout South Sudan.

Duties & responsibilities

You will be responsible for:
  • Set strategic direction at the local level and oversee all field office activities.
  • Lead and supervise FO staff and project staff working in the geographic area of FO's responsibility, ensuring collaboration and coordination across various units.
  • Follow a client-oriented approach and consistency with UNDP rules and regulations consistent with UNDP's internal control framework and good management practices.
  • Work closely with internal and external counterparts, including government, national institutions, civil society, private sector, etc., in order to successfully implement the UNDP program at the local level.
  • Coordinate with relevant UNDP projects in the field area including A2J, PACC, Governance, SPACE, STAR, and Global Fund to ensure consistency and complementarity in implementation on the ground.
  • Strategic planning, coordination, and implementation of programs in the Wau region, with a focus on achieving the following results:
    • Analysis of the social, economic, and political situation and trends in the region.
    • Provide direction and management of the overall development and implementation of the FO program including planning, budgeting, implementation, and control.
    • Overall effective coordination of programs/projects including planning processes and timely delivery of results taking into account work plans agreed with the UNDP country office and alignment with UNSDCF/CPD priorities.
    • Identify and promote joint programs and planning opportunities.
    • Identify and develop new programs and project opportunities.
  • Oversee project implementation through close monitoring of results.
  • Effective application of results-based management tools, managing performance measurement objectives and other standards.
  • Coordination and follow-up of decentralized local assessments.
  • Ensure full compliance with audit requirements and timely follow-up on audit recommendations.
  • Coordinating field area project managers including A2J, PACC, Governance, SPACE, STAR,
  • Ensure the smooth running of the field office and build an effective financial institutions team.
  • Ensure the integrity of financial systems and the consistent application of the internal control framework and/or rules and regulations.
  • Manage field office staff, monitor their performance, and complete performance evaluations when necessary.
  • Coordinating with the relevant project managers and ensuring the consistent and effective implementation of UNDP projects in the West Bank and Gaza Strip.
  • Liaise with the relevant Project Managers and prepare quarterly and annual progress reports for the World Bank Group field office in order to provide a consistent overview and exchange of information for UNDP activities in the West Bank and Gaza Strip. 
  • In collaboration with the Operations Specialist, ensures that the security needs of the office and projects are met. Under the direction of the Deputy Resident Representative - Program and in collaboration with the Security Advisor ensures enforcement of security procedures and security management system requirements in the field office.
  • Mitigating potential risks and impacts associated with field office operations (eg, logistics, security, etc.) through the proactive design of mitigation measures in collaboration with the security specialist.
  • Build the capacity of office staff by identifying capacity needs and establishing a training/learning program.
  • Representing the United Nations Development Program with the United Nations Country Team and development partners at the local level.
  • Liaise with other heads of field offices to ensure programmatic integration and sharing of best practices.
  • Enhancing the local vision of the United Nations Development Program in development activities.
  • Effectively communicate local development results in collaboration with the Communications Office in the Country Office.
  • Identify new partnerships and strengthen existing ones at the fo level through innovative approaches to partnership development.
  • Encouraging ways to increase the funding base for field offices such as engaging in resource mobilization efforts in consultation with local counterparts and following up with donors on local opportunities.
  • Enhance your knowledge and understanding of the concept of volunteering by reading relevant UNV and external publications and actively participating in UNV activities (eg in events celebrating International Volunteer Day).
  • Learn about and benefit from traditional and/or local forms of volunteering in the host country.
  • Assistance with the UNV Buddy Program for newly arrived UNVs.
  • Promote or advise local groups in the use of the Online Volunteering Platform, or encourage relevant local individuals and organizations to use the UNV Online Volunteering Service whenever technically feasible.

Eligibility criteria

You must have:

  • You must be between 27 and 80 years old.
  • You must be a national of any country other than the country of appointment.
  • 3 years of experience in multilateral development organizations in a multicultural environment or any other relevant programs especially at the national and/or international level.
  • Experience working in the United Nations or other international development organizations.
  • Excellent oral and written skills.
  • Excellent drafting and reporting skills.
  • Accuracy and professionalism in document production and editing.
  • Excellent interpersonal skills.
  • The ability to work inclusively and collaboratively with a range of partners, including members of the wider community, religious and youth organizations, and authorities at various levels.
  • Familiarity with C4D tools and approaches.
  • Ability to work and adapt professionally and effectively in a challenging environment.
  • Ability to work effectively in a multicultural team of international and national staff.
  • Proficiency in working on various MS Office programs (Excel, Word, etc.) and email/internet.
  • Familiarity with database management; Office technology equipment.
  • Self-motivated and able to work with minimal supervision.
  • Ability to work to tight deadlines.
  • Preferably a valid national driver's license and proven ability to drive 4×4 vehicles with manual transmission over rough terrain.
  • Sound security awareness.
  • Experience in management and development programs.
  • Proficiency in English.
  • It is preferred that you have a working knowledge of the Arabic language.
  • Master's degree or equivalent in international development, social sciences, public administration, business administration, or other related development field.
  • An understanding of UNDP-related operations.
  • Political sensitivity, diplomacy, and tact in dealing with clients
  • Ability to liaise and coordinate with a range of different actors, particularly those in higher positions.
  • A high degree of autonomy, personal initiative, and ability to take charge.
  • Resourcefulness and willingness to accept broad responsibilities and the ability to work independently under established procedures.
  • Ability to manage information objectively, accurately, and confidentially.
