Opportunity description
The United Nations Volunteers program offers a volunteer opportunity in Somalia as an Assistant to the Country Protection Officer. You will be part of the protection team based in the Mogadishu office where you will help provide detailed and timely information on country conditions to refugees who may be considering returning to their country of origin, so that they can make an informed and accurate decision in this regard. This is particularly important in the context of returns to their country of origin as the humanitarian and security situation in Somalia remains very precarious and volatile. You will also support the effective coordination of UNHCR's mixed migration activities at national level and in Member States, and contribute to the design of key protection and solutions documents, which include strategies, standard operating procedures, and guidance notes.
Duties & responsibilities
You will be responsible for:
- Ensure that the views, capacities, needs and resources of relevant people are reflected in the protection strategy, planning processes and operations plan that addresses the specific protection needs of women, men, children, youth, older persons, persons with disabilities and minority groups such as sexual minorities and people living with HIV/AIDS.
- Strengthen the principles and standards of international refugee law as well as IDP legislation and policies to ensure that all sectors and groups fulfill their responsibilities in mainstreaming protection.
- Provide political guidance and operational support to UNHCR and partners on all protection-related issues.
- Providing legal advice and guidance on protection issues to internal and external interlocutors.
- Ensure that legal aid is available to persons of concern to UNHCR.
- Liaise with competent authorities to ensure the issuance of personal and other relevant documents to persons of interest (civil documents, in particular birth certificates).
- Providing assistance in cases of refoulement, expulsion and other protection incidents through working relationships with governments and other partners.
- Oversee standard operating procedures (SOPs) for all protection/resolution activities.
- Ensure through direct action and working with senior protection staff that the necessary resources are allocated to enable protection activities to identify and address protection gaps.
- Implement integrated strategies that address key protection priorities, including, for example, child protection, education, and sexual and gender-based violence.
- Promoting confidence-building and conflict resolution between the populations of interest, authorities and host communities; Maintain protection presence through regular field missions and reports, and conduct communications.
- Contribute to ensuring that the Protection Cluster response is based on an AGD-compliant strategy that covers all assessed and prioritized protection needs of the affected population.
- Providing disaggregated data on the population of interest and their problems.
- Research, collect and disseminate relevant protection information and good practices to enhance protection provision and provide technical advice if necessary.
- Ensure that participatory community protection approaches and AGD approaches are included in country strategies and plans.
- Support people concerned to develop structures that enhance their participation and protection.
Eligibility criteria
You must have:
- You must be between 27 and 80 years old.
- You must be a citizen of a country other than the country of appointment.
- 3 years working experience with refugees and/or other persons involved in protection capacities required.
- Commitment to helping people of concern and willingness to collaborate with peers.
- Knowledge of United Nations policies and procedures.
- Good analysis skills.
- Strong interpersonal skills.
- Communication skills in a multicultural environment.
- Ability to live and work in the difficult and harsh conditions of developing countries.
- Computer skills, especially Office programs (excellent knowledge of Word and good knowledge of Excel and Power Point) and the ability to browse the Internet.
- It is preferable to be fluent in English.
- Bachelor's degree or equivalent in the field of law, international law, international relations, social sciences, political sciences, or any other related field.
- Clear understanding of UNHCR-related processes.
- Political sensitivity, diplomacy and tact in dealing with clients.
- Ability to communicate and coordinate with a range of different actors, especially in senior positions; Where appropriate.
- High degree of independence, personal initiative and ability to take responsibility.
- Willingness to accept broad responsibilities and ability to work independently under established procedures.
- Ability to manage information objectively, accurately and confidentially.
