Opportunity description

The United Nations Volunteers program offers a volunteer opportunity as an Assistant to the Director of Human Resources in Egypt. You will be responsible for planning and delivering services related to emergency human resource planning, paying special attention to program staffing to meet needs in emergency response situations, and maintaining emergency rosters at field level, in line with WHO rules and regulations. You will work with technical and administrative staff to develop and ensure the implementation of best practices, in close coordination with the relevant administrative structure at country and regional office level. You will also analyze and monitor needs and requirements to develop and implement flexible human resources solutions to support WHO emergency operations in line with standard emergency procedures. (SOPs), in order to ensure smooth and effective cooperation with regional and country sub-offices.

Duties & responsibilities

You will be responsible for:
  • Ensure full compliance of HR activities with WHO rules, regulations, policies, procedures and strategies.
  • Internal control and the functioning of the human resources management system.
  • Provide advice to the WHO Representative (WR) and staff on all aspects of HR policies and procedures including the proper use of contractual modalities under the supervision of the WHO Representative and in close collaboration with the Regional Office.
  • Provides objective input to human resource planning processes, forecasting country office (CO) staffing needs, and facilitating and monitoring the recruitment of non-staff.
  • Issuing vacancy announcements, screening candidates, interviewing panels and related activities.
  • Work closely with the HR/EMRO team to ensure timeliness of contingent and non-emergency contracts.
  • Develop and manage local job listings.
  • Follow up on contract expiration dates for employees and non-employees, and initiate and follow up on extension requests.
  • Act as a liaison between the Regional Office and the WHO office on all matters related to human resources.

Eligibility criteria

You must have:

  • Be between 27 and 80 years old.
  • Be a citizen or legal resident of the country of appointment.
  • 5 years of experience in the field of human resources management and recruitment.
  • Have completed your high school education and have training in HR, HR management, recruitment, HR business, or other related programs.
  • It is preferable to have a university degree in business administration, social sciences, or any related field.
  • Preferably have knowledge of human resources management policies and practices in the United Nations common system.
  • Ability to write in a clear and concise manner and convey written information in an effective manner.
  • Writing and speaking skills in English/Arabic.
  • Organization skills.
  • Ability to maintain good working relationships with staff, experts and visitors.
  • Ability to translate routine correspondence into English.
  • Time and effort management skills.
  • Knowledge of WHO rules, practices, manuals and procedures.
