The United Nations Development Programme (UNDP) is a UN development agency that supports countries in achieving sustainable development, promoting good governance, and strengthening national institutions. Through its Programme of Assistance to the Palestinian People (PAPP), UNDP contributes to improving the economic and social conditions of the Palestinian people, and implements strategic development projects that support national aspirations for sustainable development.
This opportunity is offered through the United Nations Volunteers (UNV) programme in cooperation with the Ministry of Planning and International Cooperation (MoPIC) in the State of Palestine, to support the Gaza Reconstruction Unit (GRU). The Communications and Public Relations Expert will be responsible for developing and implementing a comprehensive communications strategy, managing media campaigns, and enhancing transparency and visibility of reconstruction projects, in coordination with government bodies and international partners.

Duties & responsibilities
- Prepare and implement a strategic communications plan aligned with MoPIC’s outreach and the Gaza Recovery Plan.
- Produce various communication materials (press releases, newsletters, social media content, infographics, videos, human-interest stories).
- Organize press conferences and public events to raise awareness about the unit’s projects.
- Coordinate with local and international media and partners to ensure consistent messaging.
- Monitor media coverage, evaluate the impact of messages, and adjust strategy when needed.
- Provide guidance to team members on communication standards and visibility protocols.
Eligibility criteria
- Must be a national or legal resident of the State of Palestine.
- Age between 18 and 80 years.
- Bachelor’s degree in communications, public relations, media, journalism, or a related field.
- Minimum of 7 years of experience in communications or public relations, with a strong portfolio.
- Fluency in Arabic and English (written and spoken).
- Knowledge of the political and social context in Palestine.
- Strong skills in digital communication tools, graphic design, and social media analytics.
