The United Nations Children's Fund (UNICEF) is seeking an International UN Volunteer to serve as a Youth Engagement and U-Report Officer in Mogadishu, Somalia. For a 12-month duration (with the possibility of extension), the volunteer will manage the U-Report platform, RapidPro workspace, and mobile messaging channels to amplify young people's voices. Somalia faces a critical demographic challenge with a youth bulge: out of a population of 3,798,828 people, 72% are under 30 years old, 62% are between 5-29 years old, and they face a staggering estimated unemployment rate of 50%.
Please note this is a FREE opportunity with no application or processing fees. As an onsite, full-time International assignment in a high-risk operational environment, it provides secure compound accommodation arrangements, essential utilities, and living allowances.
Duties & responsibilities
Ensure meaningful youth engagement through the U-Report Platform and integrate young people’s voices into UNICEF’s work.
Manage the U-Report Activity Calendar and maintain the RapidPro workspace and messaging channels, ensuring 24/7 availability.
Generate content with U-Reporters and develop demand-driven polls, chatbots, and quizzes based on strategic priorities.
Ensure data and feedback gathered from polls inform decision-making within the country office and by partners.
Ensure adherence to child/youth safeguarding, data protection, and privacy principles during all campaigns.
Coordinate with the global U-Report team, embed U-Report within emergency readiness frameworks, and support measurement and evaluation.
Eligibility criteria
Must be a national of a country OTHER than Somalia (Strict International assignment rule).
Hold a Bachelor's degree in Statistics, M&E, Data Science, Computer Science, Information Systems, Digital Communication, or a related field.
Minimum of 5 years of relevant experience, including designing digital engagement campaigns, managing RapidPro, Power BI, and working with mobile messaging channels.
At least 2 years of experience working in an emergency duty station.
Fluent in English (Required).
Strong knowledge of children’s rights, child safeguarding, and youth engagement strategies.
Willingness to reside in high-security compounds with restricted movement due to the volatile security context in Mogadishu.
