Opportunity description

World Health Organization (WHO) is looking for a Consultant to join the team and work in Cairo, Egypt for 2021. 

Responsibilities: 

Reinforce the RCCE pillar in the COVID-19 response in close collaboration with WHO/ CO technical team:

  • Develop/review and reinforce the implementation and monitoring of the COVID-19 RCCE action plan
  • Develop and disseminate COVID-19 RCCE messages and materials and review existing RCCE materials to assess relevance and impact on key target audiences.
  • Develop new and strengthen existing community engagement initiatives and strategic partnerships to foster community buy in and compliance and sustain long term behavioral changes to support COVID-19 response.
  • Support coordination and representation of WHO CO in national task forces and technical working groups, ensuring exchange of information, experience and good practices.

Develop and scale up implementation of evidence based RCCE strategies, interventions and products:

  • Oversee and guide the TOR, design and implementation of Knowledge Assessment Practices surveys, focus group discussions and other feedback mechanisms from community engagement activities, and generate critical data to guide/inform RCCE activities and products.
  • Support social media monitoring and strengthen listening mechanisms/data collection methods to capture, develop, monitor and analyse rumors and misinformation, risk perception, concerns and gaps in the community.
  • Establish monitoring and evaluation mechanisms/processes to determine if the RCCE approaches and messages are having the desired effects.

Support and build the capacity of the government counterparts and partners in the implementation of the RCCE activities for the COVID-19:

  • Evaluate capacity gaps and needs of community health workers and social mobilisers and other key actors/influencers.
  • Initiate and contribute to the development of RCCE training packages to promote RCCE approaches, effectively set up community engagement activities and collect and respond to feedback and rumours. 
  • Organize training/TOT/orientation activities for community health workers and social mobilizers and other key actors/influencers. Report on training/orientation as well as the monitoring and evaluation of activities at national and sub-national levels.

Document experience and lessons learned:

  • Review and establish a system for the documentation of the RCCE best practices and lessons learned during the COVID-19 response ensuring timely exchange of information and dissemination to national authorities and to the network of concerned partners.
  • Establish an archiving system and an accessible repository of material and product produced, best practices and lessons learned.
  • Develop RCCE briefings and reports to ensure a consistent flow of information within the WHO Country Office
  • Provide additional RCCE support to emergent needs as requested and agreed as required by the functional supervisor.

Specific requirements:

  1. For Young Professional level at P3: First level university degree in social sciences, behavioural sciences, development sciences, communications or public health from an accredited/recognized institute. Advanced degree is an asset.
  2. For Specialist level at P4: Master’s degree in social sciences, behavioural sciences, development sciences, communications or public health from an accredited/recognized institute
  3. For Young Professional level at P3:
  4. A minimum of 5 years of experience in health communication/RCCE particularly with regards to disease outbreak responses and emergencies. Relevant work experience with WHO or another UN agencies or international public health organization is an asset.
  5. For Specialist level at P4:
  6. A minimum of 7 years of experience in health communication/RCCE particularly with regards to disease outbreak responses and emergencies. Relevant work experience with WHO or another UN agencies or international public health organization.

Skills:

  1. High level of professionalism, interpersonal skills as well as strong organizational and coordination skills.
  2. Strong leadership, networking and team building skills with colleagues and partners.
  3. Ability to produce quality work in a fast-paced environment within given deadlines and under high pressure.
  4. Excellent written and spoken skills in English. Arabic is an asset. Knowledge of another UN language an asset.
