Opportunity description

ACTED is looking for a hardworking Project Manager to join the team in Aden, Yemen for 2019. After the start of the conflict, ACTED Yemen shifted strongly towards emergency programming, while remaining committed to longer-term livelihood and development strategies. The teams pursue programming in response to emergencies while building disaster resilience, co-constructing effective governance, and promoting inclusive and sustainable growth. Using a multi-sector approach, it aims to comprehensively meet the needs of the most vulnerable displaced and host communities.

Responsibilities include:

Project Planning:

  1. Develop overall project implementation strategy, systems, approaches, tools, and materials.
  2. Organize project kick-off and close-out meetings.
  3. Plan the various stages of project implementation and set direction by prioritizing and organizing activities and resources to achieve project objectives.

Project Implementation Follow-up:

  1. Oversee and manage the implementation of the project ensuring that technical quality and standards are considered and respected during project(s) implementation
  2. Organize regular project coordination meetings with project team
  3. Ensure budget utilization and physical target achievements are reviewed at least once a month as per work plan.
  4. Ensure project implementation is on time, target and budget, using effective M&E systems to reach desired impacts.
  5. Ensure that the project is implemented in accordance with relevant ACTED technical guidelines and standards.
  6. Anticipate and mitigate risks and trouble-shoot any unforeseen challenges during the project implementation.
  7. Regular update the work plan, output tracker and other documents relevant for effective project management.

Administration and Operational Management of Project Implementation:

  1. Finance

External Relations:

  1. Support, facilitate or undertake communication and liaison activities to actively consult and involve beneficiaries, key informants, actors, partners and stakeholders in all stages of project design and implementation.
  2. Cultivate good relations with key humanitarian actors – local and international, including government authorities and non-state actors, through regular attendance at technical meetings and bilateral meetings.
  3. Ensure that at all times contact with beneficiaries is conducted in a sensitive and respectful manner.
  4. Where relevant, liaise with donors and work closely with partners on project updates, site visits and other communication.
  5. Identify opportunities to collaborate and coordinate efforts with other organizations to ensure ACTED’s activities build upon – rather than replicate – the work of others.

Quality Control:

  1. Assess the activities undertaken and ensure efficient use of resources.
  2. Undertake regular field visits to provide technical guidance and supervision as well as regularly monitor the progress of project activities.
  3. Ensure lessons learned are documented, shared and reflected in project planning and decision making.
  4. Ensure quality control, analysis of added-value and impact, identification and capitalization on best practices and lessons learnt and provide relevant feedback for new project development.
  5. Identify and analyze gaps, ACTED’s added value, synergies and opportunities in the areas the project(s) is / are implemented.

Reporting:

  1. Provide regular and timely updates on progress and challenges to supervisors and other team members.
  2. Draft (internal) narrative reports and contribute to the development of financial reports through regular budgetary follow up.
  3. Contribute to drafting of (external) project progress reports, ensuring the quality and accuracy of technical information provided.

Expected skills and qualifications:

  1. Master Level education in a relevant field such as International Relations or Development.
  2. Extensive project management experience in emergency and/or development.
  3. Proven capabilities in leadership and management required (large team).
  4. Perfect verbal and written communication skills in English.
  5. Knowledge of local language and/or regional experience an asset.
  6. Ability to work well and punctually under pressure.

Benefits:

  1. Salary defined by the ACTED salary grid depending on education level, expertise, security level and experience.
  2. Living allowance of $300.
  3. Lodging and food provided in the ACTED Guesthouse / or housing allowance (depending on the contract length and country of assignment).
  4. Flight tickets in and out + Visa taken in charge by ACTED.
  5. Provision of medical and repatriation insurances.
