Opportunity description
The International Rescue Committee (IRC) is offering a job opportunity as a Community Health Manager in Turkey. You will oversee the community health program in northwest Syria where you will provide technical guidance for both direct program activities and partner-led activities. You will supervise the daily activities of the Community Health Officers and Assistants to ensure the delivery of high quality services, and will also provide the necessary training and mentoring to the Community Health Officers. You will also conduct periodic program evaluations and prepare and submit detailed monthly technical reports as well as strengthen collaboration between health facilities and other sectors working at the community level.
Duties & responsibilities
You will be responsible for:
- Provide strategic direction, leadership and overall management of the community health program in northwest Syria in line with the health strategic plan.
- Integrating community health activities into other health sectors, such as primary health care, reproductive health, communicable and non-communicable diseases, infection control, environmental health, and nutrition.
- Coordinate with field staff to create a system to follow up on daily field activities.
- Work jointly with IRC partners to develop various purchasing and spending plans.
- Develop a community health training plan, in coordination with technical experts, and design appropriate training materials, job aids, and information and communications materials.
- Coordinate with the supply chain and logistics team, to ensure the necessary materials and tools are provided to health workers in a timely manner.
- Conduct periodic community health needs assessments in program areas of operation to guide the CH program.
- Coordinating with the Early Childhood Development Department to efficiently implement the early childhood development component.
- Program quality and development.
- Develop standard operating procedures that ensure health activities at CH adhere to international and national standards.
- Coordinate with key CH staff to ensure effective planning and implementation of program activity.
- Mentor the team and partner organizations to implement high-quality community health programs.
- Coordinate with the Health Coordinator and Health Information Systems team, and develop and/or review the necessary data collection, monitoring, evaluation and reporting tools.
- Oversee the collection of primary data by community health workers through surveys, listening sessions, interviews, observations and timely data analysis to guide program actions.
- Providing monthly reports on program activities implemented directly or through implementing partners.
- Ensure that all internal and external reporting requirements are met and that reports are of high quality and are submitted on time.
- Collaborate with the MEAL team to implement monitoring and evaluation systems for the program with an interest in improving the effectiveness of the systems.
- Develop and maintain effective relationships, communications and partnerships with community leaders and local actors working in IRC implementation areas; Wherever possible.
- Support strategic partnerships that improve the optimal use of resources and complement the delivery of health services to common catchment areas.
- Conduct regular meetings to review program progress with program staff and community health workers.
- Effectively represent the IRC at technical group meetings.
- Represent the program in relevant sub-working group meetings.
- Coordinate with field management teams to ensure field concerns and challenges are presented to relevant partners to develop improved standards and procedures.

Eligibility criteria
You must have:
- At least five years of work experience at the community level, preferably in the field of public health and coordination, implementation and management of community health programs at the level of local and international non-governmental organizations.
- Preferably a health professional or other related field with a background in public health.
- Ability to validate and interpret health data.
- Analysis and reporting skills.
- Proven experience in capacity building.
- Strong understanding of humanitarian principles and standards.
- Strong interpersonal skills, collaborating closely with partner organizations.
- Strong written and verbal communication skills.
- Ability to communicate effectively with different types of people.
- Professional competence in working on Microsoft Office Suite programs, especially Word, Excel, Outlook, and PowerPoint.
- Commitment to the IRC's mission, vision, values and code of professional conduct.
- Excellent management and interpersonal skills.
- Ability to establish positive working relationships with senior management and all other partners to maximize collaboration and productivity.
- Curiosity and a desire to learn and continually develop.
- Analytical skills necessary to find effective solutions to complex issues while adhering to labor laws and internal policies.
- Fluent in English, Arabic and Turkish.
- You will need to travel 15% to field sites in nuclear-weapon states and throughout Turkey as well as attend regional and global workshops and meetings.
