Opportunity description

Global Green Growth Institute (GGGI) is offering a full-time job opportunity as a Senior Climate Action Officer to join the team in Abu Dhabi, United Arab Emirates. The Senior Climate Action Officer is in charge of leading the climate change related efforts under UAE country program any other relevant initiatives requested by UAE governments , in addition to developing substantive inputs and analyses to the development, delivery, and assessment of work programs and activities at country level. 

Duties & responsibilities

General responsibilities:

  • Assess issues and opportunities within targeted sectors in the National Green Growth Strategy, UAE Green Agenda 2015-2030 and National Climate Change Plan.
  • Formulate projects within the context of the country program.
  • Provide technical support to government partners around policy issues on green growth, climate change and sustainable development in line with national development priorities and international best practices.
  • Conduct research, analysis, and validation activities to support the development of technical outputs on green growth and climate change using established frameworks and approaches. 
  • Support the development and application of tools and methodologies related to specific technical areas of green growth such as climate change adaptation, mitigation, green growth indicators, etc.
  • Apply institutional strategy (“GGGI Strategy 2030”), country engagement strategy (“Country Planning Framework”), and relevant national plans to the design and development of yearly program plans and activities for the alignment with GGGI core values and corporate priorities.
  • Analyze country contexts and evolving green growth needs/ priorities and integrate them into design and implementation of country program plans and activities.
  • Develop result reporting of program activities internally and externally 
  • Build support and understanding by working closely with national counterparts for application of green growth in planning development.
  • Identify specific project initiatives where green growth can be most effectively illustrated
  • Develop project models that align with national development priorities and can be promoted to the donor community.
  • Support business development activities including research scoping, proposal writing, client needs analysis, and early intelligence on future demand in the international development market, etc. 

Engagement:

  • Advise Country Team and Representative with evidence and data driven inputs/analyses on program activity development, implementation and assessment.
  • Collaborate with other country teams, units and divisions of GGGI on identified joint activity opportunities to ensure integrated delivery as “One GGGI”
  • Maintain active professional relations with partner governments and other key stakeholders to capture/integrate their changing green growth needs and manage their expectations.
  • Promote green growth and the GGGI methodology with the donor community and other stakeholders.
  • Advise GGGI on opportunities for engagement in the national context, demonstrating effective adoption of the GGGI approach.

 Delivery

  • Identify project delivery issues and ensure effective coordination of project activities/resources for the attainment of objectives against established timeframes.
  • Organize program activities including policy consultation, validation meetings, workshops, and capacity building programs based on yearly/ biannual work programs and budget plans.
  • Develop project execution modality and documents across project management cycle per country.
  • Perform data collection and analyses to build and maintain country specific knowledgebase.
  • Develop result reporting of program activities and facilitate internal/ external communications.
  • Capture lessons learned in project management to support refinement/improvement of existing policies and procedures.

Eligibility criteria

  1. An advanced university degree (Master's degree or equivalent) in Engineering, Economics, Climate Change/Sustainable Development, Public Administration, Management, International Development or any discipline related to the assignment. Relevant professional experience may be considered to supplement educational degree.
  2. Minimum 7 years of professional experience in the above fields; with at least 2 years of international experience; experience in the UAE and MENA will be a plus.
  3. Applicants must have public policy or project management specialization and experience; direct experience in green growth/climate policy projects in developing countries will be a strong advantage.
  4. Knowledge, experience, and understanding of GGGI’s Strategic Outcomes.
  5. Knowledge of global issues and initiatives in the area of climate change, green growth, sustainable development; green jobs are a plus.
  6. Understanding of financing mechanisms for projects and experience in market assessments and cost/benefit analysis, resource mobilization will be a plus.
  7. Highly proficient in written and spoken English.

Functional qualifications: 

  1. Demonstrated experience in building, nurturing and sustaining multi-stakeholder partnerships including national, sub-national and regional government.
  2. Strategic thinking with a proven project delivery experience, i.e. managing the delivery of results on budget and time.
  3. Strong interpersonal skills with ability to work under pressure and to establish and maintain effective work relationships with people of different backgrounds.
  4. Experience in data analysis, research, and application of quantitative/qualitative assessment.
  5. Experience in developing countries context, preferably on policy consultation and project development.
  6. Experience in fund raising and resource mobilization.
  7. Strong writing skills.
