Opportunity description

The International Union for Conservation of Nature (IUCN) is offering a full-time job opportunity as a Regional Finance Manager to join the team in Amman, Jordan, as he/she will have a key leadership role to support the Regional Director in ensuring that programs and the office operations are efficiently and effectively managed, are financially sustainable and support the delivery of IUCN’s mission in the ROWA Region.

Duties & responsibilities

Financial planning, budgeting and reporting:

  • Coordinate the annual budgeting process across the region projects as well as any other financial plans and forecasts.
  • Prepare financial management reports to track performance against budget and report the results to the ROWA Regional Director and IUCN Headquarters in Gland, Switzerland.
  • Ensure the accuracy and completeness of financial reports to donors, partners and internal stakeholders.

Financial Advice:

  • Provide advice and work closely with the Regional Director on all financial matters, including making recommendations for improving efficiency and optimizing the use of financial resources.
  • Provide support to programme and projects managers on all areas of project financial management, including budgeting, monitoring, reporting and compliance with donor financial rules and regulations.
  • Provide or coordinate finance training for project managers, projects partners and other staff in the region.

Financial control, risk management and compliance:

  • Ensure that finance components of the internal control framework are in place across the region, and that processes are in place to ensure compliance with established procedures.
  • Ensure compliance with local statutory and fiscal regulations.
  • Ensure the completeness and accuracy of financial data through the supervision of data entry and through the establishment of checklists and monthly reviews of financial data.
  • Participate in the development of global and regional financial policies and procedures.
  • Assist in the identification and management of financial risks across the region and provide advice on risk management.
  • Facilitate internal audits and arrange and facilitate external auditors as required in coordination with the regional director.

Staff management and support:

  • Supervise the ROWA finance team and manage their performance and professional development.
  • Provide support to finance staff on systems, processes, procedures and technical accounting matters.
  • Contribute to the development of a high quality team of finance staff in the region through participation in recruitment, evaluation and career development.

Cash management and resource mobilization:

  • Manage the cash resources of the region ensuring that resources are optimally utilized and the exchange rate risk is minimized.
  • Provide advice and assistance in resource mobilization initiatives when required.

Eligibility criteria

  1. At least 8 years’ experience in finance management positions of which a minimum of 2 in an international environment.
  2. Membership of an internationally recognized professional accounting and/or auditing body (ACA, ACCA, CIMA, CPA, or equivalent).
  3. Knowledge of all aspects of financial management relevant to an international organization such as IUCN.
  4. Demonstrated skills and practice in financial planning, performance & change management.
  5. Excellent managerial, analytical, interpersonal, negotiating and team building skills.
  6. Excellent communication and report writing skills.
  7. Knowledge and experience with computerized financial systems.
  8. Experience in managing and working in a multi-cultural multi-disciplinary setting.
  9. Extensive work experience in West Asia.
  10. Ability to work under pressure.
  11. Fluency in written and spoken Arabic and English.
