Opportunity description

NRC is offering a job opportunity as an Infrastructure, Environment and Social Safeguards Specialist - Middle East Office- Amman, Jordan. The purpose of the Infrastructure and E&S Specialist is to ensure quality delivery of the B4PF projects, compliance with Environmental and Social Safeguards (E&S), and the provision of technical assistance to NGO partners.

Duties & responsibilities

  1. Contribute to the development of the Grant Management System (GMS).
  2. Lead on the design and development of the Call for Proposals (CfP) process.
  3. Working closely with the Head of Finance, Contracts and Compliance (HOFCC), contribute to the drafting and review of the CfP evaluation report summarizing the CfP process, evaluation and recommendations on awarding.
  4. Contribute to the due diligence check of partners with the assessment of their technical qualifications, capacity and expertise.
  5. Lead on the technical feasibility assessment of partners’ proposed project interventions.
  6. Support the Country Managers in the identification and co-development of partners’ projects and the design of partners’ capacity-strengthening plans.
  7. Working closely with the Country Managers, lead on the adaptation of partners’ projects during the implementation period, when needed.
  8. Working closely with the Peace and Conflict Expert, contribute to the design of the peacebuilding measures and mainstreaming into infrastructure interventions.


Eligibility criteria

Generic professional competencies for this position:

  • Minimum 4 years’ experience from a senior technical position/specialist/advisor for a humanitarian or development organization
  • Proven experience designing and monitoring infrastructure projects.
  • Proven experience with World Bank E&S standards.
  • Proven experience working on partnerships with local organisations.
  • Experience from working in complex and volatile contexts
  • Allocation of resources and costs expertise
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile’
  • Fluency in English, both written and verbal

Context/ Specific Knowledge skills and Experience:

  • Prior expertise working in the MENA Region (Iraq, Lebanon, Jordan, Palestine, Yemen, Libya, Syria) is mandatory. 
  • Demonstrated experience in the development of quality assurance procedures and tools.
  • Arabic language skills are a strong advantage.
  • Specific knowledge about KfW rules and regulations is an advantage.
