The International Rescue Committee is looking for a hardworking ICT for Programs Officer to join the team in Lebanon for 2019. The Information and Communication Technology for Programs (ICT4P) unit under the Economic Recovery and Development (ERD) sector supports livelihoods programs in Lebanon focused on conditional cash programming, job and legal counseling, job referral, and employment services, and access to short term skill and on the job training. The Officer will apply innovative uses of technology that directly help beneficiaries and improve program quality and delivery. In addition to strong technical skills, this position will require a person with superb business process analysis and interpersonal skills. It will require the ability to understand the ERD sector’s business needs and directly make changes to the software system. 

Responsibilities:

ICT Development and Support:

  1. Maintenance and creation of electronic surveys. 
  2. Generation of maps and data visualization.
  3. Maintain and support all information management systems related to ERD programs, including (but not limited to) Client management systems at four (4) Livelihoods Centers as well as maintaining access at the Beirut office, and Unique ID generation and ID Card creation.
  4. Serve as the main focal point with any external vendors developing and supporting any technology systems in place for programs with the support of the Regional ICT4P Coordinator.
  5. Manage the Software Development Lifecycle (SDLC): Consult with program staff on information and application needs; maintain specification documents and project plans, and lead application and tool development against those plans.
  6. Oversee and Monitor server’s security and logs to ensure the security of the server.
  7. Train ERD data analysts, officers, and assistants on how to best make use of the system.
  8. Routinely troubleshoot the information system for errors and resolve those errors.
  9. Evaluate existing applications and platforms, give recommendations for enhancing performance via gap analysis, identify the most practical alternative solutions and assist with modifications.

Business Analysis:

  1. Build and maintain strong relationships with internal departments and cultivate a deep understanding of the ICT4P engagement model and offerings across the agency.
  2. Create project proposals in coordination with business stakeholders, including requirements and use cases; deliver clear documentation for execution, including project scope, key stakeholders, assumptions, budget, and functional requirements.
  3. Coordinate maintaining a roadmap of short- and long-term initiatives within ERD Lebanon programs.
  4. Monitor quality, activity timelines and due dates for deliverables to ensure staff meets internal and/or external requirements and deadlines.

Reporting and Communications:

  1. Complete projects that require data mining, analysis, and presentation.
  2. Identify relevant trends, do follow-up analysis, prepare visualizations.
  3. Develop reports and dashboards as needs within ERD sector.
  4. Document the code uploaded online while listing the bugs, improvements of implementations added.
  5. Other duties as assigned by the Deputy Monitoring & Evaluation Manager.

Qualifications:

  1. Degree in Computer Science, Statistics, or equivalent experience in software development.
  2. Demonstrated experience with Linux.
  3. Demonstrated experience with the Python programming language; Django framework preferred.
  4. Experience managing databases including with SQL required; spatial databases (PostgreSQL + PostGIS) strongly preferred.
  5. Working familiarity of other programming languages such as PERL, Java, Ruby or .Net preferred.
  6. Demonstrated experience analyzing data with SPSS, Stata, or R Programming preferred.
  7. Working familiarity with tools like Zoho Reports, Tableau, Qlikview, Excel.
  8. Experience training staff on the use of technologies including translating technical terms into common language.
  9. Self-starter – must be productive with minimal direction and flexible to sudden changes in requirements.
  10. Excellent visual design sense regarding the clear and accurate presentation of data.
  11. Ability to work in a multi-cultural environment and travel as required to project field sites.
  12. Excellent interpersonal, oral and written communication skills; demonstrated ability to successfully work in a fast-paced environment within and across departments/functions/geographic locations, and develop positive relationships with locally and remote based staff.
  13. Excellent spoken and written English and Arabic language skills required.
