Opportunity description

The United Nations Volunteers Program offers an online volunteer opportunity as a Civil Affairs Officer in South Sudan. This post will be located within the Civil Affairs Division of the United Nations Mission in South Sudan. Your work will be based in Juba and you will be part of the Reporting and Information Management Team, reporting to the Civil Affairs Officer, Head of the Reporting and Information Management Team, in Juba.

Duties & responsibilities

You will be responsible for all of the following, under the direct supervision of the Civil Affairs Team Leader:

  • Maintain contact with local government authorities, political leaders, traditional leaders, religious leaders, civil society, and business groups, as well as representatives of local and international organizations, and report on UNMISS activities if necessary.
  • Continuously monitor and review developments in South Sudan to identify social, political, and humanitarian issues and their impacts on conflict and political dynamics to provide the necessary understanding of the operational environment and make recommendations for effective decision-making.
  • Provide an adequate analysis of conflict management (prevention, mitigation, resolution) of relevant political, security, social and economic developments, and issues related to gender.
  • Identify conflict trends and opportunities to resolve them.
  • Provide support for local-level peace operations by civil affairs field teams.
  • Promote confidence-building dialogues to enhance understanding and cooperation between conflict parties.
  • Develop and maintain effective partnerships with other UNAMI components and sections, the UN Country Team, other international actors, and relevant actors to enhance coordination and implementation of conflict management strategies including mediation, dialogue, and convergence activities in support of the peace process.
  • Provide daily and weekly reports on conflict management, protection of civilians, political activities, and peace activities when needed.
  • Collaborate and coordinate related activities with UN agencies, local and international NGOs, and foundations operating in the state/province.
  • Represent Civil Affairs Division (CAD) meetings with other mission components, funds, and programs of UN agencies, NGOs, and community groups, including youth groups and non-governmental actors.
  • Support early warning/response systems, by collecting information and building and maintaining relationships at the local level.
  • Implement CAD-led peacebuilding activities in collaboration with other mission sections and local and international partners.
  • Establish partnerships with national organizations to localize the implementation of the revitalized Peace Agreement and Roadmap.
  • Ensure all mandatory mission training is successfully conducted.
  • Assist in the planning, coordination, implementation, follow-up, and reporting of programs, projects, and activities that require interagency engagement.
  • Carry out any other tasks, as directed by the Team Leader and/or Director of Civil Affairs.

Eligibility criteria

You must have:

  • Be between 27 and 80 years old.
  • Be a national of any country other than the country of appointment.
  • 5 years of experience in political analysis, problem-solving skills, and experience working with non-state actors and community groups; Including youth, women, and other marginalized groups.
  • Experience in facilitating dialogue, public forums, workshops, etc., with at least 2 years of experience in coordinating and liaising with various partners and stakeholders.
  • Work experience in conflict management, prevention, mitigation, and resolution.
  • Proven drafting and analysis skills.
  • Work experience in international organizations, non-governmental organizations, research organizations, and civil society organizations.
  • Work experience in the field of community development, development programs, crisis, and emergency response.
  • A driving license to drive manual vehicles.
  • Proficiency in English.
  • It is preferred that you have basic skills related to the Arabic language.
  • Bachelor's degree or equivalent in peace and conflict, political science, or social sciences.
