UNV offers a volunteer opportunity in Lebanon and announces its need for the efforts of one volunteer to work as a Programme Officer (Education), starting from 15/12/2023 for 12 months with the possibility of extension.
Duties & responsibilities
- Knowledge Management for Programmes:
- Contribute to the education program by supporting knowledge management through providing professional assistance in data collection and analysis for field education-related projects and completing accurate reporting.
- Programme Development and Management:
- Provide education technical assistance in the preparation of the Situation Analysis for program development and management by collecting and analyzing data and monitoring education implementation progress.
- Analyse country-level socio-political-economic trends and their implications for ongoing education projects at the field level.
- Propose adjustments/changes in the education work plans.
- Optimum Use of Program Funds:
- Contribute to monitoring the allocation and disbursement of education program funds, making sure that funds are properly coordinated, monitored, and liquidated as per the agreed education PD with the partner.
- Share recommendations or actions to optimize use of education program funds.
- Programme Monitoring and Evaluations:
- Undertake education field visits to monitor and assess program implementation and decide on required corrective action(s).
- Rights-Based and Results-Based Programme Management Approach:
- Support rights-based programs approach in the formulation of the education program goals and objectives and development of strategies and implementation frameworks.
- Contribute to coherence, synergy, and added value to the programming planning and design processes using a results-based management approach to education program planning and design.
- National and Local Capacity Building/Sustainability:
- Promote and maintain the building and reinforcing of the commitment and institutional capacities of the national and local education partners by providing continuous support, coordination, and collaboration for sustainability.
- Rights Perspective and Advocacy at the National, Community, and Family Levels:
- Analyse education program-related issues and policies from a children's and women's rights perspective and advocacy at the community and family levels.
- Promote the organization goals of UNICEF through active advocacy and communication.
- Partnership, Coordination and Collaboration:
- Establish and maintain linkage to the Regional Programme Knowledge Network to ensure the availability of current and accurate education program data.
- Support coordination of the Education Section, Education Sector, and Partner’s meetings during emergency and post-emergency and ensure follow-up on action points.
- Provide professional support in the provision of technical advice, negotiation, and promotion of area/country-level goals.
- Any other related tasks as may be required or assigned by the supervisor.
Eligibility criteria
- Bachelor's degree or equivalent in Education, Monitoring, and Evaluation.
- 3 years of experience in data analyses, monitoring, and evaluation, education, or other relevant programs, at the national and/or international level.
- Experience in emergency and program monitoring.
- Excellent oral and written skills; excellent drafting, formulation, and reporting skills.
- Accuracy and professionalism in document production and editing.
- Excellent interpersonal skills.
- Ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels.
- Familiarity with tools and approaches of communications for development.
- Ability to work and adapt professionally and effectively in a challenging environment.
- Ability to work effectively in a multicultural team of international and national personnel.
- Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet.
- Adaptability and flexibility and decision-making.
- Planning and organizing skills.
- Candidate must be a national or legal resident of the country of assignment and be aged 27 - 80.
