Opportunity description

The United Nations Volunteers program offers a volunteer opportunity as a Child Protection Officer in Tripoli, Libya.

Duties & responsibilities

You will be responsible for:
  • Manage and support program development and planning.
  • Prepare draft program reporting inputs by collecting data and feedback during Program Monitoring Visits (PMVs), as well as status updates and ad hoc requests for program updates/donor reports on projects relevant to Children on the Move COM.
  • Ensure the accuracy, timeliness and suitability of information.
  • Provide technical and administrative support throughout all phases of the program and provide guidance and support to UNICEF implementing partners working in areas with children on the move in Libya, in line with the Child Protection Country Program Document (CPD) and Action Plan.
  • Managing the program, following it up, and submitting reports on the achieved results.
  • Conduct regular field visits daily or weekly.
  • Establish and maintain effective relationships with key stakeholders, relevant authorities and partners in the field.
  • Conduct comprehensive and regular assessments of children’s needs within the targeted areas.
  • Oversee the collection, organization and maintenance of data for the effective management of child protection information.
  • Develop visual displays and charts to effectively communicate key findings and data trends.
  • Work closely and collaboratively with colleagues and partners to collect, analyze and share information on implementation problems, propose solutions on program implementation and report back to the Child Protection Section.
  • Maintain a record of reports and evaluations for easy reference and/or to capture and institutionalize lessons learned.
  • Contribute to status reports, special reports and donor reports.
  • Providing the necessary technical and operational support to implement the program.
  • Conduct field visits, collect and exchange reports with the Child Protection Department.
  • Follow up with UNICEF implementing partners on activities related to COM projects that specifically support separated children, as well as support and mentor government stakeholders where appropriate.
  • Build networks and establish partnerships by participating in network meetings or working groups when needed or when requested by your supervisor and providing follow-up points from meetings attended.
  • Identify, collect and share lessons learned in order to develop knowledge and build the capacity of stakeholders.
  • Apply innovative methods and promote good practices in order to achieve the desired program results.
  • Participate as a resource person in capacity building initiatives to enhance the competencies of beneficiaries and stakeholders.
  • Any other related tasks that your supervisor may request from you.
  • Enhance your knowledge and understanding of the concept of volunteering by reading relevant UNV and external publications and actively participating in UNV activities (e.g. in events for World Volunteer Day).
  • Recognize and build on traditional and/or local forms of volunteering in the host country.
  • Contribute articles/writings on field experiences to UNV publications/websites, newsletters, press releases, etc.
  • Assistance with the UNV Buddy program for newly arrived United Nations Volunteers.
  • Promote or advise local groups in using the online volunteering approach or encourage relevant local individuals and organizations to use the UNV online volunteering service whenever technically feasible.
  • Provide effective, timely, responsive and high-quality support to UNICEF and its beneficiaries in delivering its mandates, including support from the UNV Child Protection Officer, which will enable the country office to achieve the country program outcomes related to child protection.

Eligibility criteria

You must have:

  • Be between 27 and 80 years old.
  • Be a citizen or legal resident of the country of opportunity.
  • 3 years of case management experience focusing on vulnerable children.
  • At least 3 years of experience in information management, CPIMS, spreadsheets, Excel, Kobo, graphic design and data analytics.
  • Experience in establishing and maintaining effective relationships with key stakeholders, authorities and relevant operational partners.
  • Strong communication and support skills, with the ability to effectively promote child protection principles.
  • Good general computer knowledge, including proficiency in various MS Office applications (Excel, Word, etc.) and email/Internet.
  • Familiarity with database administration; and office technology equipment.
  • Driving License.
  • Fluency in Arabic and English.
  • Bachelor's degree or equivalent in health, education or any related field.
  • Clear understanding of UNICEF related operations.
  • Diplomacy and tact in dealing with clients.
  • Ability to communicate and coordinate with a range of different actors, especially in senior positions; Where appropriate.
  • High degree of independence and personal initiative.
  • Ability to manage information objectively, accurately and confidentially.
  • Resist unjustified political pressures in the decision-making process; And stand by decisions that are in the interest of the organization, even if they are unpopular.
  • Take prompt action in cases of unprofessional or unethical behavior.
