Opportunity description
The United Nations Volunteers Program offers a volunteer opportunity as a financial specialist in Egypt. The Budget and Finance Services (BFS) of the WHO Eastern Mediterranean Regional Office (BOS) Business Operations Services (BFS) provides budget preparation and financial operations support to the Regional Office covering 22 country offices. The BFS is also responsible for ensuring compliance with financial regulations and rules, policies, and procedures and maintaining strong internal controls to effectively fulfill WHO's commitments to Member States and donors. You will work in the BFS team through regular communication and coordination with the administrative centers of the WHO office in the Regional Office for the Eastern Mediterranean. You may be required to travel to WHO country offices for the Eastern Mediterranean.
Duties & responsibilities
You will be responsible for:
- Perform analyzes and reconciliations of accounts to ensure the quality of reports, close accounts and follow up on Value Added Tax (VAT) transactions in the WHO Regional Office.
- Develop standard operating procedures.
- Liaise with WHO EMRO Budget Centers (BC) and BFS to validate VAT transactions and resolve issues related to them.
- Provide regular reports and updates on the work required of you.

Eligibility criteria
You must have:
- You must be between 27 and 80 years old.
- You must be a national of any country other than the country of appointment.
- 3 years experience.
- Demonstrate knowledge and skill in applying general accounting principles, procedures, and practices.
- Strong analytical skills and great attention to detail.
- Previous experience reconciling VAT receivable and other complex general ledger accounts.
- The ability to derive, understand and interpret the results obtained from the system.
- Advanced business skills in Microsoft Excel.
- Familiarity with accounting systems (Oracle, SAP, etc.).
- Excellent oral and written skills.
- Excellent drafting and reporting skills.
- Accuracy and professionalism in document production and editing.
- High interpersonal skills.
- Cultural and social sensitivity.
- The ability to work inclusively and collaboratively with a range of partners, including community members, religious and youth organizations, and authorities at various levels.
- Familiarity with C4D tools and approaches.
- Ability to work and adapt professionally and effectively in a challenging environment.
- Ability to work effectively in a multicultural team of international and national staff.
- Familiarity with database management; and office technology equipment.
- Self-motivated and able to work with minimal supervision.
- Ability to work to tight deadlines.
- Sound security awareness.
- Internationally recognized professional accounting certificates (CA, CPA, ACCA, CIMA, etc.).
- Experience in management, economics, and finance.
- Proficiency in English.
- Knowledge of Arabic.
- Bachelor's degree or equivalent in accounting, finance, or any related field.
