Opportunity description

United Nations Volunteers offers a volunteer opportunity as a Program Officer in Egypt. The duration of this opportunity is 8 months (with the possibility of an extension) with an expected start date of 01/05/2023. You will work on goal 3 of Sustainable Development Goals which is Good health and well-being. The WHO 13th General Program of Work 2019 -2025 (GPW 13) aims at reaching 3 billion more people between 2019 and 2025 with a focus on three major strategic priorities i.e. 1 billion more people benefiting from universal health coverage (UHC), 1 billion more people better protected from health emergencies and 1 billion more people enjoying better health and well-being.

Duties & responsibilities

Within the delegated authority and under the supervision of the Country Collaboration and Cooperation Program Officer or his/her designated mandated representative(s), you will be responsible for:

  1. Development, implementation, and evaluation of Country Cooperation Strategies (CCSs).
  2. Assist in the work related to the Country Cooperation Strategies (CCSs) by supporting CCS development/Updating, implementation, and evaluation activities in the countries.
  3. Update the CCS monitoring tools and maintain the CCS database and repository of relevant documents to monitor the status of CCSs and prepare a time-bound schedule for midterm and final evaluations, reviews, and updates.
  4. Support CCS Peer Support Group (PSG) work among country offices and the regional office network.
  5. Support development of adapted CCS guidelines, templates, educational materials, and M&E tools as well as relevant plans, briefings, updates, and reports when required.
  6. Support activities to strengthen the work on United Nations Sustainable Development Cooperation Framework (UNSDCF).
  7. Integrated Country Functional Review (ICFR) approach & implementation supported.
  8. Support the implantation of Country Functional Reviews (CFRs) by assisting in the development of required guidance, concept notes, templates, tools, and plans.
  9. Collect data from WHO Country Offices (WCOs) and RO units including data entry, data cleaning, and follow-up with WCO focal points for implementation of recommendations and regular updates on CFR Reports.
  10. Support development of mission calendar and country-specific repositories of documents including but not limited to CFR baseline reports: mission reports and CCSs.
  11. Support development of guidelines/templates for review of I UN engagement by WCOs to distill lessons learned and inform further alignment in liaison with relevant departments at RO and HQ.
  12. Provide coordination with relevant stakeholders and technical support for organizing various initiatives and activities such as town hall meetings, seminars, retreats, workshops, and other events (meeting logistics and arrangements, preparing agendas, speaking points, appealing presentations, and other background material).
  13. Monitor and regularly report on the work plan implementation and on its progress and results.
  14. Assist in providing reporting or visibility products to internal stakeholders, Member States, or the public (background briefings, attractive presentations, speaking points, infographics, and other relevant materials).
  15. Regional collaboration and development of CCSs and implementation of CFRs enhanced.
  16. Providing guidance and expertise on strategizing implementation of CCU activities and particularly activities related to CCSs.

Eligibility criteria

You must have:

  • Your age should be between 27 and 80 years old.
  • You must be a national of a country other than the country of assignment.
  • 3 years of experience in working and managing public health programs providing technical and managerial support on programmatic issues, social development programs, or other relevant programs; experience with UN or government health agencies is an asset, as is experience working in the UN or other international development organization.
  • Excellent oral and written skills; excellent drafting, formulation, and reporting skills.
  • Accuracy and professionalism in document production and editing.
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners; familiarity with tools and approaches of communications for development.
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel.
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment.
  • Excellent knowledge of computer applications specifically spreadsheets, PowerPoint presentations, and the use of infographics.
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines.
  • Experience in Health, Development programs, Business management
  • Be fluent in English.
  • Working knowledge of French.
  • Master's degree or equivalent in Public Health, Management, Development, or related fields.
  • Professionalism: demonstrated understanding of operations relevant to [WHO, EMRO]; technical capabilities or knowledge relevant or transferrable to [WHO] procedures and rules; discretion, political sensitivity, diplomacy, and tact to deal with clients; ability to apply good judgment; ability to liaise and coordinate with a range of different actors, especially in senior positions; where an appropriate, high degree of autonomy, personal initiative and ability to take ownership; resourcefulness and willingness to accept wide responsibilities and ability to work independently under established procedures; ability to manage information objectively, accurately and confidentially; responsive and client-oriented.
  • Integrity: demonstrate the values and ethical standards of the UN and [WHO] in daily activities and behaviors while acting without consideration of personal gains; resist undue political pressure in decision-making; stand by decisions that are in the organization’s interest even if they are unpopular; take prompt action in cases of unprofessional or unethical behavior; does not abuse power or authority.

  • Communication: proven interpersonal skills; good spoken and written communication skills, including the ability to prepare clear and concise reports; ability to conduct presentations, articulate options, and positions concisely; ability to make and defend recommendations; ability to communicate and empathize with staff (including national staff), military personnel, volunteers, counterparts and local interlocutors coming from very diverse backgrounds; capacity to transfer information and knowledge to a wide range of different target groups.
  • Flexibility: adaptability and ability to live and work in potentially hazardous and remote conditions, involving physical hardship and little comfort; to operate independently in austere environments for protracted periods; willingness to travel within the area of operations and to transfer to other duty stations within the area of operations as necessary.
