Opportunity description

UNV offers a volunteer opportunity as an Assistant Field Officer for Protection Activities in South Sudan. This project aims to reduce violence and inter-communal conflict in Greater Jonglei State and Greater Pibor Administrative Area (GPAA) by preventing the abduction of women and children and facilitating their release. The current violence in the Jonglei and Pibor Greater Administrative Region is a far cry from traditional models of tribal violence, involving heavily armed civil defense groups and military-style tactics. The proliferation of small arms after decades of armed conflict has diminished traditional authority, while military and political actors - motivated by rivalries and/or economic interests - have turned infantry raids into an instrument of political violence. Despite the signing of the revitalized peace agreement in 2018 and the subsequent decline in human rights violations committed by parties to the conflict, tribal or subnational violence has spread, becoming the main source of violence in Jonglei/GPAA. This project will be implemented by UNMISS-HRD, Save the Children and CEPO through direct implementation and in collaboration with local partners, on the ground and remotely. The Commission will provide comprehensive fund management, coordination, monitoring and reporting. If you are accepted at this opportunity, you will be expected to:
  • Build relationships with local organizations, various groups and individuals and support and/or participate in local volunteer initiatives
  • Encourage, motivate and support co-workers, fellow UN Volunteers and community members to play an active role in developing the project on a voluntary basis
  • Create and/or participate in local volunteer groups, including helping them submit their stories and experiences to the Global Volunteer website.
  • Discussing with supervisors the generalization of volunteer work for development through various tasks and activities.

Duties & responsibilities

You will be responsible for:
  • Ensure that UNHCR policies, standards and procedures are applied consistently and consistently in the area of responsibility (AoR).
  • Ensure that the needs of relevant people in the area of responsibility are assessed and analyzed in a participatory manner and use an age, gender and diversity (AGD) perspective in the planning process.
  • Identify vulnerable groups or individuals who may require special attention or arrangements and make recommendations on the needs of different groups of refugees.
  • Assessing the protection and assistance needs of refugees and asylum seekers in the region and following up on the implementation of refugee assistance programs.
  • Develop and maintain relationships with local authorities ensuring smooth negotiations in all aspects of UNHCR’s mandate for the benefit of refugees.
  • Monitor the security situation in the region and intervene appropriately with local authorities.
  • Monitor project implementation and provide required feedback on progress to relevant units/departments.
  • Enhance your knowledge and understanding of the concept of volunteering by reading relevant UNV and external publications and actively participating in UNV activities (for example in events celebrating International Volunteer Day).
  • Recognize and build on traditional and/or local forms of volunteering in the host country.
  • Reflect on the type and quality of volunteer work you do, including engaging in ongoing reflection activities.
  • Contribute articles/writings about your field experiences to UNV publications/websites, newsletters, press releases, etc.
  • Assistance with the UNV Buddy program for newly arrived United Nations Volunteers.
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV online volunteering service whenever technically feasible.
  • Coordinate the promotion of principles and standards of international refugee law as well as legislation or policies related to internally displaced persons that ensure that all sectors and groups fulfill their responsibilities in mainstreaming protection.
  • Provide political guidance and operational support to UNHCR and partners on all protection-related issues.
  • Oversee standard operating procedures (SOPs) for all protection/resolution activities.

Eligibility criteria

You must have:

  • Be between 27 and 80 years old.
  • Be a citizen of any country other than the country of appointment.
  • 3 years of experience working with refugees and/or other persons of concern in protection capacities required.
  • Good analytical skills.
  • Strong interpersonal skills in a multicultural environment.
  • Good level of English.
  • Bachelor's degree or equivalent in the field of law, international law, international relations, political science, or any other related field.
  • High degree of independence, personal initiative and ability to take control.
  • Ability to operate independently under established procedures in a politically sensitive environment.
  • Ability to manage information objectively, accurately and confidentially.
  • Ability to work in accordance with organizational rules and regulations.
  • Initiative and desire to learn new skills and keep pace with new developments in the field of expertise.

  • The UNHCR field office is located in Bor, Greater Jonglei State, on the outskirts of Bor near the compound of other UN agencies and close to Bor Airport. BOR is classified as a Non-Family Duty Station E, and BOR's R&D cycle is 6 weeks.
  • All international staff will stay in accommodation available at the UNHCR compound in Bor. The accommodation in the UNHCR compound includes a bedroom, a living room, a bathroom and a kitchenette equipped with all necessary furniture and facilities. There is a gym with the necessary equipment that residents can access 24 hours a day, 7 days a week.
  • Bor has all the basic market foods ranging from fish, meat, dairy products, fruits and vegetables, as well as a few restaurants in the city. However, all UNHCR staff have the option to eat in the cafeteria available in the UNHCR compound.
  • The UN-imposed curfew in Bor will be from 19:00 to 06:00. There are limited medical facilities in Bor, except for UNMISS Level 1 and Level 2 clinics, where UN staff can access health services. Staff are encouraged to bring a sufficient quantity of medications they may take with them as it may be difficult to purchase any in Bor City.
  • The security situation in Greater Jonglei State has improved since the signing of the Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS) on 12 September 2018. However, between June and August 2020, it witnessed a series of inter-communal violence incidents that forced thousands of people to To flee their homes. The security situation in Greater Jonglei State remains fragile and volatile in a complex and unpredictable environment.
  • The security situation in Greater Jonglei State is characterized by localized armed conflict in some areas, high levels of crime, and inter- and intra-community conflict over a variety of issues, including livestock looting, child abduction and retaliatory killings. The operational context of Greater Jonglei State is also characterized by heavy seasonal flooding, which It causes additional population displacement and contributes to the spread of malaria and waterborne diseases.
  • International employees must request and obtain security clearance for travel, and must request and obtain security clearance for all official travel.
