Opportunity description
UNV offers a volunteer opportunity as an Assistant Supply Officer in Niger, within delegated authority and under the supervision of the Head of the Sub-Office or his/her designated representative(s).
Duties & responsibilities
You will be responsible for:
- Prepare plans to identify sources of relief materials and services according to operational needs.
- Establish collaboration with operational partners to ensure supply and support activities are appropriately coordinated and integrated.
- Assist in all activities related to the procurement function within your area of responsibility in line with UNHCR procedures.
- Evaluate purchase orders to ensure that specifications, delivery dates, and all other requirements are in order.
- Formulate and submit requests, quotations and/or bids, assist in evaluating proposals and scheduling project bids, selecting appropriate suppliers and preparing proposals for contract awards to the Contracts Committee.
- Prepares purchase orders, confirmations, inspection requests, and other correspondence.
- Maintain and update supplier list.
- Follow up on the manufacturing/transportation of ordered goods to ensure timely delivery.
- Analyze issues related to purchasing activities, and provide timely information on all purchasing activities within your scope of responsibility.
- Identify partners for supply chain projects based on objectives, priorities, strengths and resources, in accordance with UNHCR standards, rules and regulations.
- Analyze the quality of goods and services provided in line with site needs and the agreed quality level.
- Analyze current supply infrastructure and ensure it is optimally aligned with operational needs.
- Follow up on project implementation and submit a report on its progress.
- Monitor the quality and accuracy of supply chain related data in relevant business systems.
- Compile and analyze statistical information, and identify trends and developments in supply chain related matters that will assist in decision making.
- Ensuring the efficient flow of information in the supply chain and adapting local operations to the prevailing environment.
- Enhance your knowledge and understanding of the concept of volunteering by reading relevant UNV and external publications and actively participating in UNV activities (for example in events related to World Volunteer Day).
- Contribute articles/writings on field experiences to UNV publications/websites, newsletters, press releases, etc.
- Assistance with the UNV Buddy program for newly arrived United Nations Volunteers.
- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV online volunteering service whenever technically feasible.
Eligibility criteria
You must have:
- Be between 27 and 80 years old
- Be a citizen of any country other than the country of appointment.
- At least two years of relevant professional experience in public procurement.
- Excellent writing and speaking skills.
- Excellent drafting and reporting skills.
- Ability to work and adapt professionally and effectively in a challenging environment.
- Ability to work effectively in a multicultural team of international and national staff.
- Good knowledge of computer skills in general.
- Proficient in using various MS Office programs (Excel, Word, etc.) and email/Internet.
- Familiarity with database administration; and office technology equipment.
- Ability to work to tight deadlines.
- It is preferable to be fluent in English.
- Fluency in French.
- Bachelor's degree or equivalent in any relevant field, such as business administration, marketing, engineering, logistics, mathematics, or any other related field.
- Clear understanding of UNHCR-related processes.
- Ability to communicate and coordinate with a range of different actors, especially in senior positions; Where appropriate.
- High degree of independence, personal initiative and ability to take responsibility.
- Ability to work independently under established procedures.
- Ability to manage information objectively, accurately and confidentially.
- Resist unjustified political pressures in the decision-making process; And stand by decisions that are in the interest of the organization, even if they are not very popular.
