Opportunity description

The United Nations Volunteers (UNV) program announces a volunteer opportunity as an External Relations and Partnerships Officer in Pakistan. You will be responsible for managing the coordination, expansion, development and oversight of country office funding and associated partnerships. In light of the above, you will also contribute to:
  • Aligning funding with WHO’s program budget and the country office’s investment case.
  • Reducing WHO’s financial vulnerability through expansion and innovation within the funding base.
  • Continuing to enhance the transparency of WHO’s funding and associated results.
  • Develop a country-specific resource mobilization action plan based on the needs expressed in the country support plans.
  • Sourcing current and potential donors.
  • Developing proposals, donor briefings, reports and updates.
  • Ensuring compliance with WHO and donor requirements.
  • Coordinating overall and day-to-day activities to ensure rapid and sustainable funding for the effective implementation of country support plans and ensuring accurate and timely reporting.

Duties & responsibilities

You will be responsible for:
  • Developing and implementing an innovative resource mobilization action plan for the country office to ensure sustainable funding for core and emergency activities.
  • Researching the interests and requirements of key donors and other funding sources for the country.
  • Proactively contributing to negotiations in order to reach rapid agreements with donors.
  • Overseeing overall activities related to resource mobilization, grant management, funding needs and gaps.
  • Analyzing information related to project activities and monitoring progress towards achieving its objectives using various project management databases.
  • Communicating with regional offices to obtain required approvals, including legal and financial approvals for proposals and donor agreements prior to signing.
  • Managing multiple projects throughout the project life cycle; monitoring implementation rates and reporting deadlines and ensuring that activities and expenditures are aligned with the terms and conditions set out in donor agreements.
  • Working closely with the Procurement, Logistics, Human Resources and Technical staff to monitor the overall implementation of projects in the country office.
  • Liaise with country coordinating agencies to ensure that the country office is engaged in system-wide resource mobilization activities and actively engages with country-based pooled fund staff to secure funding from those sources.
  • Perform any other relevant duties, as requested by the supervisor and in line with WHO’s global brand and policies in the relevant area of expertise.
  • Enhance your knowledge and understanding of volunteering by reading relevant UN and external publications and actively participating in UN activities (e.g. in events celebrating International Volunteer Day).
  • Identify and build on traditional and/or local forms of volunteering in the host country.
  • Contribute and submit articles/writings on field experiences to UN publications/websites, newsletters, press releases, etc.
  • Assist in the UN Fellows Program for new volunteers.
  • Promote or advise local groups on the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service when technically feasible.

Eligibility criteria

You must have:

  • You must be between 18 and 80 years of age.
  • You must be a citizen of any country other than the country of assignment.
  • 3 years of experience in reporting, resource mobilization, partnerships and funding at national and international levels.
  • Fluency in English.
  • Bachelor’s degree or equivalent in communications, journalism, political science, international relations or a related field from an accredited/recognized institution.
  • An understanding of WHO-related processes.
  • Political sensitivity, diplomacy and tact in dealing with clients.
  • The ability to liaise and coordinate with a range of different actors, particularly at senior levels; where appropriate.
  • A high degree of independence, personal initiative and capacity to assume responsibility.
  • Willingness to accept broad responsibilities and the ability to work independently under established procedures.
  • The ability to manage information objectively, accurately and confidentially.
  • Demonstrate the values and ethical standards of the United Nations and WHO in daily activities and behaviors.
  • Resist undue political pressure in decision-making; Standing by decisions that are in the best interests of the organization even if they are unpopular.
