Opportunity description
The United Nations Volunteers Program announces a volunteer opportunity in Iraq to work as a Youth Engagement Officer, in which you will be responsible for providing effective, responsive, high-quality and timely support to UNICEF clients and beneficiaries.
Duties & responsibilities
You will be responsible for:
- Support the National Officer and the ADAP team in the Northern Governorates including (Erbil) (Dohuk, Nineveh, Kirkuk, Sulaymaniyah) in monitoring and building the capacity of partners on youth engagement, and ensuring that the UNICEF supported project achieves youth empowerment through LSCE training.
- Work closely and collaboratively with colleagues and partners to collect/analyze/share information on implementation issues with LSCE, Innovation Lab, Youth Social and Business Entrepreneurship and Social Cohesion programs, propose solutions on routine program implementation and report back to appropriately alert officials and stakeholders for intervention and/or decision-making at the level higher.
- Maintain a record of reports and evaluations for easy reference and/or collection of lessons learned.
- Strengthen national and local capacities for youth engagement concepts and methods in close coordination with the UNICEF ADAP team.
- Identify and lead new initiatives to strengthen national and local capacities for youth empowerment, entrepreneurship skills development, engagement and support initiatives.
- Provide advice, technical support and follow-up to government and CSO stakeholders to help integrate youth participation into program interventions, and expand networks and partnerships with appropriate government counterparts, civil society, youth groups and other stakeholders.
- Work with the ADAP team to verify the quality of programs under PROSPECTS grants.
- Enhancing the sustainability of projects and expanding their impacts.
- Identify and compile global and regional best practices and lessons learned from them to develop knowledge and innovative methods to enhance youth capacity building and development.
- Assist PM&E staff at field level in supervising work integration, follow-up and reporting.
- Participate in monitoring and evaluation exercises and annual program reviews with government and other counterparts and prepare records/reports on results for follow-up actions by senior management and other stakeholders.
- Work with local partners to ensure reporting requirements are fully understood and adhered to (i.e. translating the framework into actual documents and reporting results against identified indicators).
- Ensuring the accuracy, timeliness and suitability of information.
- Identify indicators and monitor performance as they relate to building youth skills and participation in the labor market, and designing and implementing youth-led initiatives.
- Liaise with other UN agencies under the Horizons grant, including the ILO, World Bank, UNICEF and others.
- Liaise and consult with government and other external partners (civil society, NGOs, private sector) to support their convergence and collaboration, and develop and strengthen partnerships in gender programming.
- Any other related tasks that may be required or specified by your supervisor.
Eligibility criteria
You must have:
- Be between 27 and 80 years old.
- Be a citizen or legal resident of the country of appointment.
- 3 years of experience in social development planning and management in areas related to adolescent development.
- Work experience in a developing country.
- Relevant experience in a United Nations system agency or organization.
- Sound understanding of gender equality and gender issues in the context of international development and in Iraq.
- Experience implementing field programs and monitoring in low- and middle-income settings.
- High personal skills.
- Ability to work comprehensively and collaboratively with a range of partners, including community members, faith-based and youth organizations and authorities at various levels.
- Familiarity with communication tools and methods for development.
- Experience developing case studies, documenting lessons learned, etc.
- Ability to work and adapt professionally and effectively in a challenging environment.
- Ability to work effectively within a multicultural team of international and national staff.
- Good general computer knowledge, including proficiency in working with various MS Office applications (Excel, Word, etc.) and email/Internet.
- Familiarity with database administration; and office technology equipment.
- Ability to work to tight deadlines.
- Fluent in English, Arabic and Kurdish.
