Opportunity description

The United Nations is seeking a Program Officer that will join the team and work in New York, USA for 2020.

Responsibilities:

  1. Serve as the focal point for resource mobilization issues within UNMAS and as coordinator for funding provided through the United Nations Voluntary Trust Fund for Assistance in Mine Action.
  2. Assist in strategic planning for mine action resource mobilization and in achieving funding targets for mine action activities supported by the United Nations.
  3. Develop, monitor and implement resource mobilization strategies and plans and support monitoring, reporting and evaluation against resource mobilization targets and donor agreements.
  4. Develop resource mobilization materials (guidance notes, business processes, proposals etc.) to enhance the ability of colleagues to attract extra-budgetary resources into the United Nations Voluntary
    Trust Fund for Assistance in Mine Action.
  5. Liaise with the international donor community including Permanent Representations, relevant national Ministries, multilateral funding sources of mine action, and private sector funding sources and propose opportunities for donor funding of mine action activities.
  6. Consult with UNMAS stakeholders on funding requirements, the objectives and outputs of programmes and their alignment with donor priorities.
  7. Negotiate contribution agreements (in partnership with the UN Office of Legal Affairs and other stakeholders as required) for approval and signature by the Director.
  8. Coordinate and monitor compliance of UNMAS with donor contribution agreements and respond to donor queries and requests.
  9. Support senior management participation and represent UNMAS as appropriate in donor meetings and conferences.
  10. Prepare written outputs to support resource mobilization undertaken by the Director and other senior UN officials.
  11. In consultation with the resource mobilization team, monitor pledges, contributions, payments, allotments and transfers into the Voluntary Trust Fund for Assistance in Mine Action.
  12. Ensure that appropriate reporting on donor contributions is on target, meeting deadlines and fulfilling all funding agreement and visibility requirements.
  13. Gather information on mine action resources and funding opportunities for UN-system entities of relevance to UNMAS.
  14. Monitor global funding and trends, donor’ pledges and in-kind as well as in cash contributions to UNMAS and Voluntary Trust Fund for Assistance in Mine Action.
  15. Supervise resource mobilization team.
  16. Carry out other duties as appropriate.

Qualifications:

Education:

Advanced university degree (Master's degree or equivalent) in business administration, management, economics, international relations or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience:

  1. A minimum of five years of progressively responsible experience in project or programme management, administration, or related area is required.
  2. Two years of international resource mobilization experience, including reviewing and negotiating related legal and financial agreements is desirable.
  3. Experience interacting and coordinating with senior level stakeholders, groups of donors and permanent missions is desirable.
  4. Experience working within the financial rules and regulations of the United Nations is desirable.
  5. Experience supporting senior management is desirable.

Languages:

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage.
