UNICEF has announced the reopening of applications for the position of Administrative & Finance Officer – NO-B at its office in Algiers, Algeria, within the Middle East and North Africa region. The position aims to provide financial and administrative support to the office, and to implement and follow up on financial and administrative transactions in accordance with UNICEF policies and procedures, ensuring operational efficiency, accuracy of accounts, and compliance with approved financial and administrative standards.

Duties & responsibilities

  • Provide financial and administrative support to supervisors and office colleagues.
  • Implement and follow up on financial and administrative transactions and procedures in accordance with UNICEF rules and policies.
  • Support financial planning and management within the office.
  • Monitor accounts, commitments, and income, and ensure the accuracy of financial operations.
  • Monitor the disbursement of funds and payment accounts in accordance with International Public Sector Accounting Standards (IPSAS) and UNICEF financial rules.
  • Ensure that administrative operations and services comply with policies, procedures, and regulatory rules.
  • Support cash management, liquidity, and daily financial operations.
  • Contribute to knowledge management and capacity building for the team in financial and administrative areas.
  • If supervising support staff, the staff member will be responsible for planning and reviewing work, and verifying its accuracy and compliance with the required policies.

Eligibility criteria

  1. The applicant must have a first university degree, preferably in accounting, financial management, or a related financial field.
  2. Applicants from other fields may be considered if they have relevant experience in finance and administration.
  3. The applicant must have at least 2 years of professional experience in financial management or auditing.
  4. Advanced proficiency in using Microsoft Office applications, especially Excel.
  5. Experience or knowledge in financial management, planning, risk management, and analysis.
  6. Full fluency in Arabic and French, both written and spoken.
  7. Applicants should note that UNICEF does not facilitate the issuance of visas or work permits for NO and GS category positions, so these positions are usually suitable for applicants who are eligible to work in the duty station country.
