Opportunity description

UNICEF is offering a National Individual Consultancy for Operationalizing the Supervision System for the Temporary Foster Care Model in Turkey. The consultancy aims to support the implementation and enhancement of the supervision system developed under the IPA III project for temporary foster care services.

The consultant will work closely with UNICEF and the Ministry of Family and Social Services to review, improve, pilot, operationalize, and institutionalize the supervision system, contributing to stronger child protection services, higher-quality alternative family care, and improved temporary care arrangements for vulnerable children.

Duties & responsibilities

  • Support the review of the supervision system developed for the Temporary Foster Care Model.
  • Improve and refine the system to align with the needs and priorities of the Ministry of Family and Social Services.
  • Assist in operationalizing the system and transforming it into a practical, implementable framework.
  • Support the piloting and testing of the system before its final adoption.
  • Develop tools, guidelines, and technical materials related to supervision in temporary foster care services.
  • Conduct consultations, interviews, and workshops with relevant experts and stakeholders.
  • Provide analysis and recommendations to strengthen and improve the supervision system.
  • Prepare high-quality technical reports and deliverables in Turkish and/or English as required.
  • Promote a shared understanding of supervision roles and responsibilities within child protection and social service systems.
  • Collaborate closely with UNICEF, government counterparts, and other stakeholders throughout the implementation process.

Eligibility criteria

  • Hold an academic qualification in one of the following fields:
    • Social Work
    • Psychology
    • Child Development
    • Psychological Counseling and Guidance
    • Sociology
    • Child Protection
    • Social Policy
    • Or another related field
  • A PhD degree in a relevant discipline is considered an advantage.
  • Have at least 7 years of professional experience in one or more of the following areas:
    • Child Protection
    • Alternative Care
    • Temporary Foster Care
    • Family-Based Care
    • Social Services
    • Or other related fields
  • Demonstrate fluency in both Turkish and English, written and spoken.
  • Have experience in developing guidelines, manuals, operational frameworks, supervision systems, monitoring tools, or capacity-building materials.
  • Possess experience working with public institutions, preferably with the Ministry of Family and Social Services or provincial-level social service structures.
  • Have experience conducting consultations, interviews, focus group discussions, and technical workshops.
  • Demonstrate strong knowledge of child protection systems, alternative family care, and temporary foster care models.
  • Have a solid understanding of supervision approaches in social services, including administrative, educational, and supportive supervision.
  • Possess strong analytical, facilitation, communication, and report-writing skills.
