Opportunity description
The United Nations Office for Disaster Risk Reduction (UNDRR) is offering a consultancy opportunity to support the development of disaster risk data management systems in Syria. The consultant will be responsible for managing and analyzing statistical data, developing data collection tools, supporting Geographic Information Systems (GIS), preparing standard operating procedures, and strengthening the national disaster risk knowledge base in line with the Sendai Framework for Disaster Risk Reduction 2015–2030.

Work Location
The position is home-based in Damascus, with administrative reporting and coordination through the UNDRR Regional Office for Arab States in Cairo. The consultant will work remotely while supporting disaster risk reduction and data management activities related to Syria.
Contract Duration
- Contract period: From 15 July 2026 to 14 July 2027 (12 months).
- Extension possibility: The consultancy contract may be extended based on project needs, funding availability, and satisfactory performance.
Duties & responsibilities
- Collect and analyze national statistical data related to disaster risk and disaster loss information.
- Verify data quality and ensure compliance with the indicators and reporting requirements of the Sendai Framework for Disaster Risk Reduction 2015–2030.
- Develop digital tools, templates, and methodologies for data collection and analysis.
- Conduct studies and research on disaster risks, vulnerabilities, and exposure factors.
- Manage and analyze GIS data and produce maps, visualizations, and spatial analyses.
- Prepare Standard Operating Procedures (SOPs) and technical documentation.
- Support the organization and delivery of workshops, training sessions, and capacity-building activities.
- Develop and maintain the national disaster risk knowledge repository.
- Coordinate with government entities, technical experts, and development partners to ensure the quality and consistency of project outputs.
Eligibility criteria
- Master’s degree in Communications, International Relations, Public Administration, Social Sciences, or a related field.
- Priority will be given to candidates who can work from Syria and possess experience with the Syrian context and the Syrian public sector.
- Alternatively, a Bachelor’s degree combined with an additional two years of qualifying professional experience.
- At least 3 years of experience in data management, statistics, research, policy coordination, or related fields.
- Experience in organizing workshops, consultations, and multi-stakeholder national meetings.
- Knowledge of the Sendai Framework for Disaster Risk Reduction 2015–2030 is desirable.
- Experience collaborating with international experts and development partners is an asset.
- Previous experience working with the Syrian public sector is highly desirable.
- Fluency in Arabic and English, both written and spoken.
