Opportunity description
The United Nations Office for Disaster Risk Reduction (UNDRR) is offering a consultancy opportunity based in Damascus to support the Syrian Ministry of Emergency and Disaster Management and national partners in developing a multi-stakeholder national platform for disaster risk reduction. The consultant will focus on partnership building, institutional coordination, organizing national consultations and workshops, and supporting policies related to risk-informed recovery and early warning systems in alignment with the Sendai Framework for Disaster Risk Reduction 2015–2030.

Duties & responsibilities
- Support the establishment and operationalization of the national multi-stakeholder platform for disaster risk reduction.
- Strengthen coordination between government entities and local and international partners.
- Organize national workshops, consultations, meetings, and stakeholder engagement activities.
- Monitor the implementation of project activities, work plans, and performance indicators.
- Support initiatives related to risk-informed recovery and early warning systems.
- Prepare presentations, strategic materials, briefing notes, and executive reports.
- Develop knowledge products and institutional content to enhance awareness and visibility.
- Document meetings, decisions, and recommendations, and follow up on their implementation.
- Support capacity-building and training programmes related to disaster risk management and resilience.
Eligibility criteria
- Master’s degree in Communications, International Relations, Public Administration, Social Sciences, or a related field.
- Alternatively, a Bachelor’s degree with an additional two years of relevant professional experience.
- At least 3 years of experience in coordination, project management, stakeholder engagement, or related fields.
- Experience organizing high-level national meetings, consultations, and workshops.
- Knowledge of the Sendai Framework for Disaster Risk Reduction 2015–2030 is desirable.
- Experience working with international experts, UN agencies, or international organizations is considered an asset.
- Previous experience with the Syrian public sector is highly desirable.
- Fluency in Arabic and English, both written and spoken.
